Job Overview:
The Human Resources & Administration Officer position at NRC is crucial for supporting the organization's humanitarian activities in Cameroon, particularly in Bamenda. The primary purpose of this role is to assist staff with HR and administrative matters, build the capacity of local partners, and ensure compliance with mandatory requirements for both NRC staff and local partners. The officer will be responsible for implementing HR policies, tools, and guidelines, as well as preparing status reports for management. This role requires a proactive approach to problem-solving and the ability to promote and share ideas for improving support functions within the organization. The officer will also play a key role in training local partners and ensuring that all HR processes are conducted efficiently and effectively, contributing to the overall success of NRC's mission in the region.
Duties and Responsibilities:
The Human Resources & Administration Officer will have a wide range of duties and responsibilities, including but not limited to: providing support to supervisors and staff to enhance their skills and capabilities; offering information on HR and work-related issues; supervising daily operations of cooks and cleaners; reorganizing work schedules as needed; preparing and delivering training sessions for Local Implementing Partners; participating in the supervision of local partners and preparing reports; assisting in salary preparation using Agresso; promoting equality and diversity within the organization; coordinating with various partners, suppliers, authorities, and other stakeholders; ensuring proper filing and systematic documentation of employee records; supporting the recruitment process, including background checks and communication of benefits information; organizing induction packs and scheduling briefings; managing stock requests and updating stock reports; preparing contracts for casual and full-time workers; ensuring timely distribution of office and guest house supplies; circulating minutes from all-staff meetings; maintaining an updated contact list; developing efficient working relationships with HR partners and government bodies; planning and following up on staff medical checkups; and assisting in the design and implementation of effective HR policies.
Required Qualifications:
Candidates for the Human Resources & Administration Officer position must possess proven practical experience in planning and executing HR/Admin functions, with at least 2 years of experience in a humanitarian and development program, preferably with an INGO. They should have experience in staff management and development, as well as supervisory roles. Proficiency in Microsoft Office tools (Word, PowerPoint, and Excel) is essential. Previous experience working in complex and volatile contexts is highly desirable, along with documented results related to the responsibilities of the position. Fluency in English is required, and a working knowledge of French is also necessary. Experience in report writing is an important qualification for this role.
Educational Background:
The educational background required for the Human Resources & Administration Officer position includes a minimum of a Bachelor’s degree in Human Resources, Law, Business Administration, or any other related field. This educational foundation is essential for understanding the complexities of HR policies and practices, as well as the legal frameworks that govern employment in the humanitarian sector.

The position requires candidates to have a minimum of 2 years of relevant experience in HR and administration functions, particularly within a humanitarian context. Experience in staff management, development, and supervisory roles is crucial, as the officer will be responsible for overseeing various HR processes and supporting the growth of local partners. Candidates should also have experience working in challenging environments, demonstrating their ability to adapt and thrive under pressure.
Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization. Additionally, a working knowledge of French is considered beneficial, given the bilingual context of Cameroon. Proficiency in local languages may also be advantageous, as it can facilitate better communication with local partners and communities.
Additional Notes:
The position offers a 4-month work contract that is renewable, subject to the availability of funds. The workplace is located in Bamenda, with an expectation of 30% travel in the field.
