Job Overview:
The position of Technical Consultant for HCFC Phase-Out Management Plan (HPMP) Stage III is crucial for the successful development of project documents for Kuwait and Iraq. The consultant will be responsible for creating comprehensive strategies that align with the Montreal Protocol obligations of both countries. This role involves extensive collaboration with national stakeholders to ensure that the strategies are tailored to the specific circumstances of each country. The consultant will also provide policy recommendations aimed at enhancing regulatory enforcement and promoting the adoption of ozone-friendly technologies. The work will require a deep understanding of refrigerant management and sustainable cooling solutions, particularly in high-ambient-temperature conditions. The consultant will facilitate stakeholder consultations, guide data collection efforts, and develop implementation roadmaps that outline the necessary steps for achieving HCFC phase-out goals. The expected duration of this consultancy is six months, and the work will be conducted remotely, allowing for flexibility in managing tasks and meetings with stakeholders.

Duties and Responsibilities:
The consultant will undertake a variety of responsibilities, including but not limited to:
  • Developing overarching HCFC phase-out strategies for Kuwait and Iraq that support compliance with the Montreal Protocol and their respective phase-out schedules.
  • Providing policy recommendations to enhance regulatory enforcement and promote the adoption of alternative, ozone-friendly, and low-GWP technologies.
  • Facilitating stakeholder consultation meetings in both countries to gather input and feedback on proposed strategies and interventions.
  • Offering guidance for proper data collection and verification processes as part of the HPMP preparation.
  • Proposing technical interventions to facilitate the transition to low-GWP, ozone-friendly refrigerants in priority sectors, particularly in the refrigeration and air conditioning servicing sector.
  • Preparing detailed implementation roadmaps and action plans that outline timelines, responsibilities, and funding needs for each country's HPMP.
  • Drafting complete project documents for HPMP Stage III for both Kuwait and Iraq, ensuring compliance with the requirements set forth by the Multilateral Fund Secretariat.
  • Collaborating closely with the Montreal Protocol Regional Coordinator for West Asia to ensure alignment with UNEP's objectives and strategies.

Required Qualifications:
Candidates must possess an advanced university degree (master’s or equivalent) in Mechanical, Chemical, Environmental, or Energy Engineering, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. A minimum of seven years of relevant experience in ozone-depleting substances (ODS) phase-out and the development of related projects and strategies is required. Strong knowledge of the Multilateral Fund's working procedures and policies under the Montreal Protocol is essential, particularly regarding the theoretical, practical, and environmental aspects of phasing out ODSs. Experience in preparing project documents for the Multilateral Fund, especially HPMP projects, is also required. Candidates should demonstrate extensive experience in ODS phase-out strategies, regulatory frameworks, and technical interventions for sustainable cooling solutions. Excellent analytical skills for reviewing and integrating stakeholder feedback, as well as strong report writing and data analysis skills, are necessary. Proficiency in Excel and other relevant software is required, and experience working with UN agencies or international organizations is considered an asset. Regional experience in West Asia is desirable.

Educational Background:
The educational background required for this position includes an advanced university degree (master’s or equivalent) in a relevant field such as Mechanical, Chemical, Environmental, or Energy Engineering. Candidates with a first-level university degree may be considered if they have two additional years of qualifying experience. This educational foundation is critical for understanding the complex technical and policy issues related to ozone-depleting substances and their alternatives.

Experience:
The position requires a minimum of seven years of professional experience in the field of ozone-depleting substances (ODS) phase-out, including the development of related projects and strategies. Candidates should have a proven track record of working on projects that align with the Montreal Protocol and demonstrate a strong understanding of the regulatory frameworks and technical interventions necessary for sustainable cooling solutions. Experience in preparing project documents for the Multilateral Fund is essential, as is familiarity with the working procedures and policies of the Multilateral Fund under the Montreal Protocol.

Languages:
Fluency in both oral and written English and Arabic is required for this position. This bilingual proficiency is essential for effective communication with stakeholders in Kuwait and Iraq, as well as for the preparation of project documents and reports that will be utilized in both countries.
