Job Overview:
The National Project Officer will play a crucial role in the implementation of the Spatial Planning and Visual Appeal Programme in collaboration with UNDP and UN-HABITAT. This position involves providing substantive technical assistance and advisory services to the Ministry of Municipalities and Housing (MoMaH) in Saudi Arabia. The officer will be responsible for ensuring the effective execution of project activities, managing project staff recruitment, and maintaining compliance with monitoring, reporting, and budgeting standards. The role requires strong organizational and communication skills, as well as a solid understanding of development issues and project management principles. The National Project Officer will act as the principal focal point for facilitating project activities and will work closely with various stakeholders to achieve project objectives aligned with Saudi Vision 2030.
Duties and Responsibilities:
Required Qualifications:
Candidates must possess an advanced university degree (master’s degree or equivalent) in fields such as Business Administration, Law, Political Science, Economics, or related areas. Alternatively, a first-level university degree (bachelor’s degree) combined with two years of relevant work experience will be considered. Applicants with a master’s degree are not required to have prior professional experience, while those with a bachelor’s degree must have at least two years of relevant experience in governmental projects or with UN and international organizations. Previous experience in project management and familiarity with UNDP’s policies and procedures are highly desirable.
Educational Background:
The educational requirements for this position include an advanced university degree (master’s degree or equivalent) in relevant fields such as Business Administration, Law, Political Science, Economics, or Management Information Systems. A first-level university degree (bachelor’s degree) in these fields, combined with additional qualifying work experience, will also be accepted. Candidates are encouraged to have a strong academic background that supports their ability to manage complex projects effectively.
Experience:
The level of experience required for this position varies based on educational qualifications. Candidates with a master’s degree are not required to have prior professional experience, while those with a bachelor’s degree must have a minimum of two years of relevant professional experience in governmental projects or with UN and international organizations. Experience in project management, particularly in a multicultural environment, is highly valued, as is familiarity with UN Results-Based Management and monitoring and evaluation approaches.
Languages:
Fluency in both English and Arabic is required for this position. Proficiency in these languages is essential for effective communication and collaboration with stakeholders and partners involved in the project. Additional language skills may be considered an asset but are not mandatory.

The role may involve travel within the country for project-related activities. - Ensure effective and efficient implementation of the project by supporting overall project management, including project planning, management, coordination, monitoring, and oversight.
- Facilitate communication and collaboration among the project team to achieve project results as outlined in workplans.
- Lead the recruitment and management of project experts and staff in accordance with UNDP guidelines.
- Coordinate the work of consultants and subcontractors, ensuring timely delivery of results.
- Document lessons learned and provide recommendations for improved project implementation.
- Manage the project budget and ensure accountability for project funds.
- Engage with stakeholders at national and international levels and provide technical assistance for stakeholder engagement activities.
- Organize logistics for workshops, events, and meetings in line with UNDP guidelines.
- Support strategic communications and partnership building for successful project implementation. 1
