Job Overview:
The Partnerships and Resource Mobilization Officer will play a crucial role in enhancing WHO's partnerships and mobilizing resources to support health initiatives in Mauritius. This position involves developing and operationalizing a national Private Sector Engagement (PSE) Strategy aimed at mobilizing private sector resources and expertise to strengthen health outcomes. The officer will work closely with the Ministry of Health and Wellness and other stakeholders to align health policies with WHO's principles. The role requires a strategic approach to engage with the private sector, ensuring that contributions are coordinated and aligned with national health priorities. The officer will also be responsible for conducting assessments, developing strategies, and establishing mechanisms for effective collaboration between the government, WHO, and the corporate sector.

Duties and Responsibilities:
  • Develop and manage the office’s database on donor and partner contacts, intelligence, and resource mobilization.
  • Produce a Scoping Report and Actor Database to map private sector actors and funding flows.
  • Support the elaboration of a National PSE Strategy, including priority health areas and governance structures.
  • Establish a national PSE coordination mechanism in collaboration with MCCI/Business Mauritius.
  • Launch initial high-visibility engagements and partnerships through catalytic grants and corporate outreach.
  • Conduct advocacy events with corporate leaders to increase visibility and awareness of WHO's work.
  • Conduct targeted bilateral meetings with potential donors for resource mobilization.
  • Provide technical support to develop engagement grants for co-designed pilots.
  • Prepare communication and advocacy products to encourage donor funding. 1
  • Perform other resource mobilization and partnership-building duties as required.

Required Qualifications:
Essential qualifications include a Bachelor's degree in international relations, political science, communications, or public administration. Desirable qualifications include an advanced university degree (master’s level) in relevant fields such as social sciences, business, or management. Additional qualifications in external relations, communication, resource mobilization, and partnership-building are also beneficial. Training in donor intelligence, proposal writing, and project management is highly regarded.

Educational Background:
Candidates must possess at least a Bachelor's degree in a relevant field such as international relations, political science, communications, or public administration. An advanced degree (master’s level) in a related field is desirable, particularly in areas that focus on external relations, communication, and resource mobilization. Relevant training in donor intelligence and project management will also be advantageous.

Experience:
A minimum of five years of relevant experience is essential, with proven international exposure in external relations, partnership building, and resource mobilization. Documented achievements in fundraising activities are required. Desirable experience includes programme/project management and prior work with WHO, United Nations, or other public international organizations. Experience in partnership-building with major public health donors is also beneficial.

Languages:
Expert knowledge of English and French is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.
