Job Overview:
The Support Services Manager will oversee the management of the support services department and provide direct support for a new project lasting six months. This role involves mentoring junior Heads of Departments and ensuring the effective coordination of resource management strategies, including human, financial, and logistical resources. The manager will work closely with the director" style="border-bottom: 1px dotted #007bff !important;">Country Director to ensure that the support teams are aligned with the program teams and contribute strategically to the development of the country strategy and action plan. The position requires a strong focus on maintaining compliance with ACF standards and procedures, ensuring quality management of programs, and mitigating risks related to financial and legal issues. The manager will also facilitate communication within the mission and manage the support Heads of Departments to foster a positive work environment.

Duties and Responsibilities:
The Support Services Manager will be responsible for coordinating the support teams and ensuring their effective interaction with program teams. Key responsibilities include:
  • Defining and implementing resource management strategies for the mission, ensuring coherence and relevance in HR, financial, and logistical strategies.
  • Managing the support teams, including Finance, Logistics, and Human Resources, to ensure they meet the mission's objectives.
  • Contributing to the development and monitoring of projects and programs, ensuring that support functions are integrated into the overall mission strategy.
  • Implementing a risk prevention and management system, including reporting mechanisms for complaints and abuse of authority, and adhering to anti-corruption and anti-fraud policies.
  • Facilitating internal and external communication for the mission.
  • Supporting the Country Director on cross-cutting organizational issues and contributing to business continuity efforts.

Required Qualifications:
Candidates must possess a higher degree in a field related to humanitarian action, such as project management, human resources management, financial management, or a technical training relevant to ACF's sectors of intervention. Additionally, candidates should have at least three years of field experience with international NGOs in a similar role, particularly in complex security contexts. Experience in leadership positions within ACF or similar organizations is highly desirable, along with skills in negotiation, problem-solving, and collaboration with national authorities. Strong leadership qualities, integrity, and the ability to manage teams effectively are essential.

Educational Background:
A higher degree in a relevant field such as project management, human resources management, financial management, or technical training related to ACF's areas of intervention is required. This educational background should provide a solid foundation for understanding the complexities of humanitarian action and resource management.

Experience:
Candidates should have a minimum of three years of relevant field experience with international NGOs, specifically in roles that involve leadership and management in complex security environments. Experience in ACF leadership positions, resource planning, and policy principles is advantageous. The ability to navigate challenging situations and provide strategic direction is crucial for success in this role.

Languages:
Fluency in English and Portuguese is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication and collaboration within the diverse environments in which ACF operates.

  • The monthly gross salary ranges from 2899 to 3376 euros, depending on experience, and includes a 13th-month salary. Non-French citizens will have their pension insurance reimbursed at 16% of the gross monthly salary. Employees will receive an annual salary increase of 6% after each 12 months of continuous service. Additional benefits include a monthly per diem and living allowance of 630 euros net, a country allowance of 150 euros, and a child allowance of 1500 euros per year per child present in the country of origin (up to a maximum of 6000 euros per year). Transportation and accommodation costs will be covered, and ACF provides comprehensive medical coverage for employees and their dependents. Employees are entitled to 25 days of paid leave per year, 20 rest and recuperation days, and airfare reimbursement for travel to their chosen break destination.
