Job Overview: The Development Coordinator Officer, Partnerships, is a key position within the UN Resident Coordination Office in Windhoek, Namibia. This role focuses on fostering strategic partnerships that advance the Sustainable Development Goals (SDGs) through collaboration with civil society, the private sector, and other stakeholders. The officer will provide substantive support for strategic planning and coordination of UN Country Team (UNCT) partnerships, ensuring alignment with the UN Partnership Strategy and the Sustainable Development Cooperation Framework. The position requires a proactive approach to identifying and leveraging partnership opportunities, conducting liaison with various UN entities, and supporting the Resident Coordinator and UNCT in resource mobilization efforts. The officer will also contribute to knowledge management and capacity development related to partnerships and resource mobilization at the country level, promoting best practices and innovative approaches to enhance the UN's engagement with diverse partners.
Duties and Responsibilities: The Development Coordinator Officer, Partnerships, will be responsible for a range of duties, including:
Providing substantive support for strategic planning and coordination of UNCT partnerships, including advice on the development and implementation of the UN Partnership Strategy.
Coordinating the UNCT-wide inter-agency Resource Mobilization and Partnerships Working Group, facilitating the joint development of the Multi-Year Funding Framework.
Conducting liaison and coordination with UN entities at various levels to define value propositions for local partnerships.
Serving as a point of contact for external stakeholders seeking guidance on partnering with the UNCT.
Supporting the Resident Coordinator and UNCT in identifying risks and opportunities related to partnerships, and suggesting mitigation measures.
Participating in joint resource mobilization efforts for the UN Sustainable Development Cooperation Framework, including pooled funds.
Advising on partnership opportunities to drive financing for development, and contributing to advocacy and communications with partners.
Promoting knowledge management and capacity development related to partnerships and resource mobilization, including researching and analyzing best practices.
Performing other related tasks as assigned.
Required Qualifications: Candidates must possess an advanced university degree (master's degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage. Candidates should demonstrate a strong understanding of sustainable development theories and concepts, as well as the ability to conduct independent research and analysis.
Educational Background: The educational background required for this position includes an advanced university degree (master's degree or equivalent) in relevant fields such as business or public administration, sustainable development, social sciences, or education. A first-level university degree may be accepted if accompanied by two additional years of qualifying experience. Completion of programs in data analytics or related areas is advantageous, reflecting the importance of data-driven decision-making in partnership and resource mobilization efforts.
Experience: A minimum of five years of progressively responsible experience in project or programme management within the context of development cooperation is required. Candidates should have a proven track record in preparing project proposals and developing partnership and financing mechanisms. Experience in supporting knowledge management for partnerships and financing of SDGs is desirable. Additionally, two or more years of experience in data analytics or related areas is considered beneficial for this role.
Languages: English is the mandatory working language for this position, with a required proficiency level of UN Level II in reading, writing, listening, and speaking. French is also recognized as a working language of the United Nations, but proficiency in French is not mandatory for this position. Candidates should demonstrate strong communication skills in English, as effective collaboration and partnership development will require clear and concise communication with various stakeholders.
Additional Notes: This is a fixed-term limited position with an initial appointment period of one year, subject to availability of funds and budgetary approval. The position is open to nationals of Namibia only, and candidates must be recruited within the country or within commuting distance of the office. If no suitable local candidates are identified, Namibian nationals residing elsewhere may be considered, with the candidate responsible for any relocation costs.
