Job Overview:
The Associate Registration and Identity Management Officer position is a vital role within the UNHCR Sub Office in Mbarara, Uganda. The officer will be responsible for overseeing registration and identity management activities in the South and Mid-West regions of Uganda. This includes coordinating with various stakeholders, such as the Office of the Prime Minister and protection units, to ensure effective registration processes for refugees and asylum-seekers. The officer will provide technical support and guidance to field offices and registration staff, ensuring that registration processes are inclusive, efficient, and compliant with data protection standards. The role requires strong expertise in data management and information management, as well as the ability to monitor and evaluate registration activities to maintain quality and consistency. The officer will also be involved in implementing data quality control measures to prevent fraud and ensure that identity data supports protection interventions and service delivery. This position is crucial for enhancing the use of identity management tools and facilitating access to essential services for refugees.

Duties and Responsibilities:
The duties and responsibilities of the Associate Registration and Identity Management Officer include:
  • Coordinating registration and identity management activities in the Sub Office Mbarara area, ensuring biometric enrollment and adherence to data protection needs.
  • Recording vital events of refugees and asylum-seekers in the proGres refugee registry.
  • Providing technical guidance and training to UNHCR staff, partners, and government counterparts on identity management systems and tools.
  • Monitoring and evaluating registration activities to ensure quality and consistency, conducting regular data quality assurance activities.
  • Implementing data quality control measures to prevent fraud and ensure identity data is fit-for-purpose.
  • Supporting planned registration and documentation activities, including continuous and new arrival registration.
  • Facilitating access to quality data that supports refugees' access to services such as education and healthcare.
  • Enhancing the use of PRIMES tools for delivering protection and assistance services.
  • Strengthening collaboration with partners on refugee registration and documentation. 1
  • Preparing population statistics on refugee trends as required. 1
  • Conducting information management activities, including designing dashboards and tools for assessments and reporting. 1
  • Engaging with communities to promote voluntary action and integrate the UN Volunteers programme mandate into the assignment.

Required Qualifications:
The required qualifications for the Associate Registration and Identity Management Officer position include:
  • A Bachelor's degree in Social Sciences, Technical Registration and Identity Management, Information Technology, or a related field.
  • At least 3 years of relevant experience in refugee registration and identity management, preferably using UNHCR's PRIMES tools and applications.
  • Strong technical expertise in data management and analysis, with familiarity in strategic planning concepts.
  • Excellent oral and written communication skills, with the ability to draft reports and communicate effectively with diverse stakeholders.
  • Strong interpersonal skills, with the ability to work inclusively and collaboratively in a multicultural environment.
  • Proficiency in MS Office applications and database management.
  • Self-motivated with the ability to work independently and manage tight deadlines.
  • A valid national driver's license is desirable.

Educational Background:
The educational background required for this position includes a Bachelor's degree or equivalent in fields such as Sociology, Political Science, Database Management, Business Analysis, or Information Technology. This educational foundation is essential for understanding the complexities of refugee registration and identity management, as well as the technical skills needed for data management and analysis.

Experience:
Candidates for the Associate Registration and Identity Management Officer position should have a minimum of 3 years of relevant experience at the national and/or international level in refugee registration and identity management. Experience using UNHCR's PRIMES tools and applications is highly desirable, as is familiarity with the refugee context and working in international development organizations. The role requires a proven track record of effectively managing registration processes and providing technical support to staff and partners.

Languages:
Fluency in spoken and written English is required for this position. Proficiency in additional languages is considered an advantage, as it can enhance communication with diverse populations and stakeholders in the refugee context.

Additional Notes:
The position is a family assignment, and the initial contract is for a duration of 6 months, with the possibility of extension based on the continuation of the mandate, availability of funding, and satisfactory performance. The UN Volunteer will receive a Volunteer Living Allowance (VLA) to cover housing, utilities, transportation, and other basic needs, calculated using a base rate and adjusted for the cost of living in Uganda. Additional benefits include life and health insurance, travel allowances, and a settling-in grant for those relocating to the duty station. The living conditions in Mbarara are generally calm, with access to medical services, supermarkets, and banking facilities.
