The position is located within the Trade Facilitation Section of the Trade Logistics Branch in the Division on Technology and Logistics of the United Nations Conference on Trade and Development (UNCTAD). Job Overview:
The Chief of the Trade Facilitation Section will be responsible for leading and managing economic analysis programs related to trade and transport facilitation. This includes formulating economic strategies and policies for the international community, identifying emerging development issues, and supervising a team of staff. The role also involves engaging with senior officials from member governments, negotiating technical assistance programs, and contributing to the overall work and budget of the section. The Chief will be expected to prepare reports, speeches, and presentations, and to manage expert group meetings and consultations that contribute to the work unit's outputs. The position requires a strong understanding of multilateral trade agreements and the ability to conduct independent research on economic topics.

Duties and Responsibilities:
The Chief of the Trade Facilitation Section will lead the formulation and management of economic analysis programs, supervise staff, and commission external economic studies. Responsibilities include organizing expert group meetings, finalizing reports for the United Nations, and preparing speeches for senior staff. The Chief will develop relationships with senior officials of member governments, negotiate technical assistance programs, and coordinate cooperation among Member States. Additionally, the Chief will contribute to the medium-term plan, program of work, and budget of the section, and handle various administrative matters within the organizational unit.

Required Qualifications:
Candidates must demonstrate professionalism in applying economic theories and concepts, particularly in international trade and transport. They should possess extensive knowledge of multilateral trade agreements, the ability to conduct independent research, and develop economic policies. Strong communication skills are essential, as is the ability to take accountability for responsibilities and lead effectively. The ideal candidate will also empower others, delegate responsibilities, and foster an inclusive work environment.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in economics or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of ten years of progressively responsible experience in economic research and analysis, policy formulation, and application of economic principles in development programs is required. At least five years of this experience must be in trade and transport facilitation. Experience in resource mobilization and management of technical cooperation programs related to trade facilitation is desirable, as is work experience in international organizations, funds, or programs.

Languages:
English and French are the working languages of the United Nations Secretariat. For this position, proficiency in English is required, while knowledge of Spanish, Russian, Chinese (Mandarin), Arabic, or French is desirable. Candidates should meet the minimum required levels for reading, writing, listening, and speaking as per the UN Language Framework.
