Job Overview:
The MEAL Officer position is crucial for supporting the Programs in effectively implementing the Core Competency (CC) projects. The role involves adhering to NRC policies and procedures, contributing to the development of CC concept notes, and providing regular progress reports to the Area Manager (AM), Program Managers (PMs), and the coordinator" style="border-bottom: 1px dotted #007bff !important;">MEAL Coordinator/Team Leader. The MEAL Officer will also support the development of a data management system, assist in data collection methodology, and provide capacity building and training for program staff on MEAL technical and conceptual areas. Additionally, the role emphasizes the integration and promotion of Protection from Sexual Exploitation and Abuse (PSEA) and safeguarding practices across the country office, ensuring that these principles are understood and adhered to by all stakeholders.

Duties and Responsibilities:
The MEAL Officer will have a comprehensive set of duties and responsibilities, including:
  • Supporting the standardization of MEAL across projects.
  • Participating in the design of the MEAL matrix during the project planning phase.
  • Assisting in outcome monitoring and research planning, as well as drafting outcome monitoring reports.
  • Developing data collection methodologies and tools, and conducting actual data collection as needed.
  • Ensuring timely reporting of monitoring data to relevant program and managerial staff, and entering data into the GORS system monthly.
  • Conducting regular field monitoring and spot checks, including site visits and verification of activities to ensure implementation quality and compliance with project standards.
  • Identifying and following up on issues or complaints in a timely manner.
  • Supporting the country office in promoting PSEA and safeguarding practices.
  • Performing any other tasks relevant to the position as requested by the line manager and MEAL Team Leader/Manager.

Required Qualifications:
The position requires a set of qualifications that include:
  • A Bachelor’s degree in Information Management or a related field.
  • A minimum of 2 years of relevant experience in Monitoring, Evaluation, Accountability, and Learning (MEAL).
  • Experience and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, utilizing both quantitative and qualitative methods.
  • Previous experience working in complex and volatile contexts.
  • Documented results related to the responsibilities of the position.
  • Knowledge of personal leadership skills and profile.
  • Fluency in English, both written and verbal.
  • Strong computer skills, including proficiency in MS Office (Word, Excel, Outlook).
  • Willingness and ability to travel to other areas in Sudan. 1
  • Familiarity with digital data collection platforms such as KoBo and CommCare.

Educational Background:
Candidates must possess a Bachelor’s degree in Information Management or a related major. This educational background is essential for understanding the technical aspects of data management and analysis required for the MEAL Officer role.

Experience:
The MEAL Officer position requires a minimum of 2 years of relevant experience in MEAL. This experience should encompass working in humanitarian or development settings, with a focus on monitoring and evaluation practices.
