Job Overview:
The Information Systems Officer will play a crucial role in providing technical assistance and support to the National Customs Services (NCS) and National Project Teams (NPT) in the implementation and management of the ASYCUDA systems. This position requires a strong background in information technology and systems analysis, as the incumbent will be responsible for managing projects that involve feasibility studies, systems analysis, design, development, and implementation of moderately complex systems. The officer will also be tasked with developing detailed system specifications and user documentation, providing specialized advice to NCSs and NPTs, and ensuring the integration of various application systems. The role demands a proactive approach to troubleshooting and user support, as well as the ability to develop training materials and conduct training sessions for staff. The officer will also be involved in disaster recovery planning and will contribute to reports and papers on systems-related topics, making this position integral to the success of the ASYCUDA Programme.

Duties and Responsibilities:
The duties and responsibilities of the Information Systems Officer include managing projects related to the ASYCUDA systems, conducting feasibility studies, and performing systems analysis and design. The officer will develop technical specifications and user documentation, provide specialized advice to customs services, and maintain existing ASYCUDA user systems. Troubleshooting and user support are critical aspects of the role, as is the development and maintenance of proprietary programs such as Single Windows. The officer will organize and perform unit and integrated testing, assist users in acceptance testing, and develop training materials and manuals. Additionally, the officer will create disaster recovery and business continuity plans, supervise junior staff and consultants, and participate in writing reports on systems-related topics.

Required Qualifications:
Candidates must possess a strong knowledge of information technology and information management, particularly in systems analysis, database design, and programming related to customs and international trade digitalization. Proficiency in high-level programming languages and experience in structured/object-oriented design, relational systems, and scripting languages are essential. The officer should demonstrate strong analytical and problem-solving skills, with the ability to develop and implement systems of moderate size and complexity. A commitment to gender perspectives and equal participation in all areas of work is also required.

Educational Background:
An advanced university degree (master’s degree or equivalent) in computer engineering, computer science, information technology, information systems, software engineering, telecommunications, or a related field is required. Alternatively, a first-level university degree combined with an additional two years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of five years of progressively responsible experience in planning, design, development, implementation, and maintenance of computer information systems or related areas is required. Relevant experience in customs and international trade digitalization, system deployment, and support is essential. Experience in prototyping and implementing complex customs information technology systems, as well as organizing and delivering training courses within governmental organizations, is desirable. Familiarity with working in an international environment and technical ICT programming with Java, Linux, and Oracle is also advantageous.

Languages:
English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. Knowledge of French, Arabic, Spanish, Russian, or Chinese (Mandarin) is desirable, with a minimum proficiency level of UN Level I in these languages.

Additional Notes:
This position is temporarily available for six months. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. The position may be limited to candidates based at the duty station, and eligibility may be restricted to 'internal candidates' who have been recruited through a competitive examination.
