Job Overview: The Area Manager position at Humanity & Inclusion in Raqqa, Syria, is a critical role that involves overseeing the implementation of humanitarian programs in a complex and challenging environment. Duties and Responsibilities: The Area Manager will have several key responsibilities, including:
Management: Overseeing the daily operations of the field teams, ensuring that all activities are aligned with HI's mission and objectives.
Contribution to the Programme’s Operational Strategy: Assisting in the development and implementation of the Programme’s Operational Strategy, including annual monitoring and evaluation.
Project Management: Ensuring compliance with HI's global frameworks and standards, managing project budgets, and monitoring project progress.
Risk Management: Identifying operational risks and proposing mitigation measures to ensure the safety and effectiveness of program delivery.
External Influence: Developing HI's external influence through strategic alliances and representation at relevant events and forums.
Community Engagement: Promoting community-based protection initiatives and ensuring the inclusion of vulnerable populations in humanitarian efforts.
Required Qualifications: Candidates for the Area Manager position must possess the following qualifications:
A minimum of 5 years of experience in a managerial role, preferably as an Area Manager or in managing field bases and programs.
A strong understanding of Middle Eastern countries and cultures, particularly the socio-political dynamics of Syria.
Proven experience in capacity building and training or coaching teams is highly desirable.
A demonstrated ability to work in high-pressure environments and manage multiple priorities effectively.
Excellent communication and interpersonal skills, with the ability to engage with diverse stakeholders.
A high level of motivation and proactivity, with a commitment to humanitarian principles and values.
Educational Background: The ideal candidate for the Area Manager position should have a relevant educational background, typically a degree in international development, humanitarian studies, social sciences, or a related field. Advanced degrees or specialized training in management or humanitarian response may be advantageous.
Experience: Candidates should have at least 5 years of relevant experience in humanitarian or development settings, with a focus on program management and team leadership. Experience working in conflict-affected areas, particularly in the Middle East, is highly valued. Familiarity with the challenges of managing humanitarian operations in a volatile environment is essential.
Languages: Fluency in Arabic is a strong asset for this position, given the context of the role and the population served. The contract includes various benefits such as social coverage tailored to the employee's situation, unemployment insurance for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The salary starts at 2870€ gross per month, with additional allowances including a per diem of 525€ net per month and a hardship allowance of 500€ net per month. Employees are entitled to 25 days of paid leave per year and a rest and recuperation (R&R) period of 5 days every 8 weeks. The position is unaccompanied, and housing will be provided collectively by HI. For residents of the country, a local package will be offered.
