Job Overview:
The position involves updating a country chapter for the Handbook on Cross-Border Transport and Ancillary Facilities along the Asian Highway Network Routes 3 and
  • The consultant will work remotely and is expected to collect, verify, and update information on cross-border transport requirements, regulations, and procedures, as well as national data on transport infrastructure and operationalization of selected corridors. The updated chapters will serve as a reliable reference for governments, transport operators, and regional partners, ensuring that the handbook reflects the latest regulatory, policy, and infrastructure developments along the AH3 and AH4 routes.

Duties and Responsibilities:
The consultant will be responsible for several key tasks:
  • Data collection and consolidation: Update the country chapter for the Russian Federation, covering transportation authorities, regulations on weights and dimensions, requirements for dangerous goods, driving time and rest periods, satellite tracking system requirements, digital operation practices, infrastructure supporting sustainable transport, emergency numbers, road maintenance, seasonal restrictions, dangerous sections, payment options, and road usage fees. An information template will be developed to facilitate data collection.
  • Data verification and coordination: Collaborate with stakeholders, including government officials and transport operators, to verify the accuracy of the collected data.
  • Report drafting: Write the updated country chapter of the handbook, following a report outline developed in collaboration with the consultants. This comprehensive approach ensures that the handbook remains a valuable resource for all stakeholders involved in cross-border transport.

Required Qualifications:
Candidates must possess an advanced degree and have at least 7 years of professional experience in road transport, border crossing, and transit issues. They should have a strong understanding of the regulatory landscape and practical knowledge of the transport sector. Experience working with government agencies, transport-related stakeholders, and international organizations is essential. Additionally, candidates should demonstrate excellent analytical and communication skills, as well as the ability to work independently and collaboratively in a multicultural environment.

Educational Background:
An advanced degree in a relevant field such as transport management, international relations, public policy, or a related discipline is required. This educational background will provide the necessary theoretical and practical knowledge to effectively engage with the complexities of cross-border transport and regulatory frameworks.

Experience:
The position requires a minimum of 7 years of professional experience in the field of road transport, border crossing, and transit issues. This experience should include working with government agencies and international organizations, as well as engaging with various stakeholders in the transport sector. The candidate should have a proven track record of successfully managing projects related to transport regulations and infrastructure development.

Languages:
