Job Overview:
The position involves updating the country chapter for the Handbook on Cross-Border Transport and Ancillary Facilities along the Asian Highway Network Routes 3 and 4, specifically focusing on Mongolia. The consultant will be responsible for collecting, verifying, and updating information related to cross-border transport requirements, regulations, and infrastructure developments along the designated routes. This role is crucial for ensuring that the handbook remains a reliable reference for governments, transport operators, and regional partners. The consultant will work closely with stakeholders to gather necessary data and will draft the updated chapter based on the collected information. The expected duration of the consultancy is from March 15, 2026, to June 30, 2026, and the work will be conducted remotely.

Duties and Responsibilities:
The consultant will undertake several key responsibilities, including:

• Data Collection and Consolidation: Updating the Mongolia country chapter by gathering information on transportation authorities, regulations on maximum permissible weights and dimensions, requirements for the carriage of dangerous goods, regulations regarding driving time and rest periods, mandatory satellite tracking system requirements for vehicles, and additional security measures for transit. The consultant will also gather data on digital operation practices, infrastructure and services supporting sustainable road transport, emergency numbers, road maintenance works, special seasonal restrictions, dangerous sections and notifications, payment options, road usage fees, and specific information related to AH3 and AH4 routes. An information template will be developed to facilitate high-quality data collection.
• Data Verification and Coordination: The consultant will coordinate with relevant stakeholders, including government officials, transport operators, and related service providers, to verify the accuracy of the collected data.
• Report Drafting: The consultant will draft the country chapter of the handbook, following a report outline developed in collaboration with the consultants. This will involve synthesizing the collected data into a coherent and informative chapter that meets the handbook's standards.

Required Qualifications:
Candidates must possess an advanced degree and have at least 7 years of professional experience in road transport, border crossing, and transit issues. They should have excellent in-depth practical knowledge of these areas and experience working with government agencies, transport-related stakeholders, and international organizations. Strong analytical and communication skills are essential for this role, as well as the ability to work collaboratively with various stakeholders.

Educational Background:
An advanced degree in a relevant field such as transport management, international relations, public policy, or a related discipline is required for this position. This educational background will provide the necessary theoretical foundation and understanding of the complexities involved in cross-border transport and regulatory frameworks.

Experience:
The position requires a minimum of 7 years of professional experience in the field of road transport, border crossing, and transit issues.
