Job Posting Organization:
The Green Climate Fund (GCF) Readiness Project is an initiative aimed at enhancing the institutional capacity of the Lao People's Democratic Republic (Lao PDR) to design, implement, and finance low emissions and climate-resilient projects. The project is implemented by the Food and Agriculture Organization of the United Nations (FAO) in collaboration with the National Designated Authority (NDA), specifically the Department of Planning and Finance (DPC) under the Ministry of Agriculture and Environment (MAE). The GCF project has several objectives, including capacity building, strategic frameworks, pipeline development, and knowledge sharing, all aimed at fostering sustainable investment in climate action. The project management unit (PMU) operates under the guidance of the NDA and FAO, ensuring effective execution of the project goals.

Job Overview:
The National Training Specialist is responsible for designing, delivering, and institutionalizing capacity-building programs focused on Green Climate Fund (GCF) project development and management. This role emphasizes the importance of GCF modalities, investment criteria, feasibility and cost-benefit analysis, as well as considerations for gender and Indigenous Peoples. The specialist will develop sustainable training systems and online learning tools in the Lao language to enhance the long-term institutional capacity of the NDA and relevant ministries. The position requires close collaboration with various stakeholders to ensure that training programs are effective and aligned with the project’s objectives.

Duties and Responsibilities:
The incumbent will perform a variety of tasks including designing and delivering training sessions on GCF project development and management, conducting workshops for NDA office and ministerial focal points, ensuring that training modules incorporate GCF Gender Policy and Action Plan components, and coordinating exchanges with other countries, particularly Vietnam. The specialist will also develop and review Terms of Reference for affiliate workforce, support the dissemination of online training materials, work closely with the National IT Specialist to create online training modules, and facilitate communication among key project partners to enhance collective impact. Additional responsibilities include ensuring that training materials are sustainable and can be used beyond the project period, and performing other related tasks as assigned by the supervisor.

Required Qualifications:
Candidates must possess a Master's degree in public management, climate change, climate finance, or a related field. They should have a minimum of 7 years of relevant experience in capacity building, training design and delivery, or technical advisory services in climate change, environment, climate finance, or development projects. Additionally, candidates should have at least 5 years of experience in conducting training workshops and developing training modules for government institutions and development partners. A working knowledge of English is also required, and candidates must be nationals of Lao PDR.

Educational Background:
A Master's degree in public management, climate change, climate finance, or a related field is essential for this position. The educational qualifications must be obtained from an institution that is accredited or recognized in the World Higher Education Database (WHED).

Experience:
The position requires a minimum of 7 years of relevant experience in areas such as capacity building, training design and delivery, or technical advisory services specifically related to climate change, environment, climate finance, or development projects. Additionally, candidates should have at least 5 years of experience in conducting training workshops and developing training modules for government institutions and development partners.

Languages:
A working knowledge of English is mandatory for this position. Proficiency in the Lao language is also essential, as the training materials and programs will be developed in Lao to ensure accessibility and effectiveness for local stakeholders.
