Job Overview:
The position of Consultant to Update the Asian Highway Routes 3 and 4 Handbook involves a critical role in enhancing the documentation and guidelines related to cross-border transport along designated routes in East and North-East Asia. The consultant will be responsible for updating the country chapter for the Russian Federation, ensuring that it reflects the latest regulatory, policy, and infrastructure developments. This role requires a comprehensive understanding of the Intergovernmental Agreement on International Road Transport along the Asian Highway Network, which facilitates seamless transport across borders. The consultant will collect, verify, and update essential information regarding transport requirements, regulations, and procedures, as well as national data on transport infrastructure. The updated handbook will serve as a vital resource for governments, transport operators, and regional partners, ensuring that they have access to accurate and up-to-date information regarding cross-border transport operations.

Duties and Responsibilities:
The consultant will undertake several key responsibilities, including:
  • Data Collection and Consolidation: The consultant will update the country chapter for the Russian Federation, which involves gathering information on transportation authorities, regulations regarding maximum permissible weights and dimensions, requirements for the carriage of dangerous goods, driving time and rest period regulations, mandatory satellite tracking system requirements, digital operation practices, infrastructure and services supporting sustainable road transport, emergency numbers, road maintenance works, special seasonal restrictions, dangerous sections and notifications, payment options, and road usage fees. An information template will be developed to facilitate high-quality data collection.
  • Data Verification and Coordination: The consultant will coordinate with relevant stakeholders, including government officials, transport operators, and service providers, to verify the accuracy of the collected data.
  • Report Drafting: The consultant will draft the country chapter of the handbook, following a report outline developed in collaboration with the consultants. This will ensure that the chapter is comprehensive and meets the standards set by the handbook.

Required Qualifications:
Candidates must possess an advanced degree and have at least 7 years of professional experience in road transport, border crossing, and transit issues. They should have excellent in-depth practical knowledge of these areas and experience working with government agencies, transport-related stakeholders, and international organizations. Strong analytical and communication skills are essential, as well as the ability to work collaboratively with various stakeholders to achieve project objectives.

Educational Background:
An advanced degree in a relevant field such as transportation, logistics, international relations, or public policy is required for this position. This educational background will provide the necessary theoretical knowledge and analytical skills needed to effectively update the handbook and engage with various stakeholders in the transport sector.

Experience:
The position requires a minimum of 7 years of professional experience in areas related to road transport, border crossing, and transit issues. Candidates should have a proven track record of working with government agencies and international organizations, demonstrating their ability to navigate complex regulatory environments and collaborate with diverse stakeholders.

Languages:
