Job Overview:
The Disaster Preparedness Consultant Roster position is designed to support the ITU's initiatives in emergency telecommunications and the use of ICTs for disaster management. The consultant will work under the guidance of the Head of the Environment and Emergency Telecommunications Division, contributing to the UN Early Warnings for All (EW4All) initiative. This role involves collaborating with governments and regional partners to enhance warning dissemination and communication systems, ensuring that every person in the world is covered by an early warning system by 202
  • The consultant will engage in research, technical assistance, and coordination of workshops and programs, focusing on disaster management and the implementation of effective communication strategies during emergencies.

Duties and Responsibilities:
The consultant will be responsible for supporting the BDT's work on the EW4All initiative, which includes leading the warning dissemination and communication pillar. Specific duties include coordinating technical assistance with governments, identifying experts for technical support, organizing country workshops, and compiling information on public warning systems and regulations. The consultant will also assist in communication and fundraising efforts, provide analytical support for the Disaster Connectivity Map, and prepare documents for meetings and seminars. Additionally, the consultant will liaise with stakeholders and contribute to the overall goals of enhancing emergency telecommunications and disaster management capabilities.

Required Qualifications:
Candidates must possess a university degree in international relations, development studies, engineering, business management, or international policy. A higher university degree in a related field may substitute for one year of required experience. The position requires at least two years of progressively responsible experience in emergency telecommunications, disaster risk reduction, and management, particularly in implementing projects with countries. Technical experience in disaster risk reduction is advantageous, and candidates should demonstrate a strong understanding of the role of ICTs in disaster management.

Educational Background:
A university degree in a relevant field such as international relations, development studies, engineering, business management, or international policy is required. A higher degree can be considered as a substitute for one year of experience, emphasizing the importance of educational qualifications in this role.

Experience:
The position requires a minimum of two years of progressively responsible experience in emergency telecommunications, disaster risk reduction, and management. Candidates should have experience working directly with countries to implement relevant projects. A higher university degree in a related field can substitute for one year of the required experience, highlighting the importance of both practical experience and academic qualifications in this role.

Languages:
Knowledge of English at an advanced level is mandatory for this position. Additionally, knowledge of a second official language of the Union would be considered an advantage, reflecting the organization's commitment to multilingual communication and inclusivity in its operations.

Additional Notes:
The contract duration for this position is a minimum of six months, and it is open to external applicants. The position is home-based, allowing for remote work. Compensation is based on daily rates ranging from 185 to 360 USD, depending on the consultant's experience.
