Job Overview:
The Data Specialist position is integral to the UN Resident Coordinator Office in Santo Domingo, Dominican Republic. The role involves collaborating with various stakeholders, including data engineers, data scientists, and external partners, to develop and implement robust data systems and analytics that enhance statistical efficiency and quality. The Data Specialist will be responsible for identifying trends and patterns in data, developing monitoring and evaluation products, and creating data visualizations that support decision-making processes. This position requires a proactive approach to data management, ensuring that the UN's efforts in achieving the SDGs are informed by accurate and timely data. The Data Specialist will also engage in capacity-building activities, providing training to staff and partners on data analytics and results-based management, thereby fostering a culture of data-driven decision-making within the organization.

Duties and Responsibilities:
The incumbent will perform a variety of duties, including but not limited to:
  • Developing and implementing databases and data collection systems that optimize statistical efficiency and quality.
  • Analyzing and interpreting data trends using statistical methods to identify relevant features in both structured and unstructured data sources.
  • Creating various analysis and reporting capabilities, identifying appropriate data sources for analytics projects, and defining new opportunities for process improvement.
  • Supporting the development of monitoring, evaluation, and learning (MEL) products for UN Sustainable Development Cooperation Frameworks.
  • Keeping updated on UN initiatives related to digital tools and dashboards that track progress against national SDG indicators.
  • Developing reports and dashboards to summarize findings and convey information effectively to management.
  • Creating interactive and static data visualizations to aid in decision-making.
  • Drafting inputs for a wide range of documents and reports.
  • Establishing communication with other organizational units to request data and express data needs. 1
  • Supporting the integration of monitoring milestones and indicators into common data pipelines. 1
  • Facilitating statistical capacity-building efforts by mapping agency-specific technical assistance and supporting data-partner convenings. 1
  • Staying informed about emerging trends in data analytics and updating management with findings. 1
  • Assessing model evaluation using appropriate validation metrics. 1

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in fields such as computer science, data science, analytics, statistics, applied mathematics, information management, or related disciplines. Alternatively, a first-level university degree (Bachelor's degree or equivalent) combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics or business analytics is considered an advantage. Candidates should demonstrate a strong understanding of data manipulation and analysis concepts, as well as experience with data visualization tools and techniques.

Educational Background:
The educational background required for this position includes an advanced university degree (Master's degree or equivalent) in relevant fields such as computer science, data science, analytics, statistics, applied mathematics, information management, or social sciences. A first-level university degree (Bachelor's degree or equivalent) may be accepted if accompanied by two additional years of relevant experience. Completion of specialized programs in data analytics or business analytics is advantageous.

Experience:
A minimum of five years of progressively responsible experience in data manipulation and analysis is required. Candidates should have demonstrated knowledge of the data life cycle, including data collection, wrangling, analysis, visualization, and reporting. Experience in project management and data storytelling is desirable, as well as skills in developing and executing training programs for diverse audiences. Candidates should also possess strategic and analytical thinking abilities, along with coordination skills.

Languages:
For this position, proficiency in English and Spanish is required, as these are the working languages of the UN Secretariat. Knowledge of French is also beneficial. Candidates must meet the minimum required level for each language skill according to the UN Language Framework, which can be referenced for detailed requirements.
