Job Overview:
The NGO Coordinator position is crucial for the successful implementation of two significant regional projects in Turkmenistan: the 'Comprehensive Action Plan for Afghanistan and neighboring countries' and 'Enhancing Protection of Migrants from Violence, Exploitation and Abuse in Central Asia.' The role involves establishing and maintaining partnerships with national NGOs and POs to ensure effective project execution. The NGO Coordinator will facilitate the socio-economic empowerment of Afghan nationals, particularly women and girls, and enhance the protection of vulnerable migrants. This position requires a proactive approach to engage with various stakeholders, ensuring that project activities are compliant and aligned with IOM's mission. The coordinator will also support cross-sector collaboration and the sharing of best practices among partners, contributing to the sustainability of project outcomes.

Duties and Responsibilities:
The NGO Coordinator will undertake a variety of tasks, including but not limited to: establishing and maintaining working relationships with NGOs and POs in Turkmenistan; identifying new partner organizations and expanding the existing network; coordinating vocational educational training as per the project annual work plan; organizing trainings, seminars, workshops, roundtables, and conferences to build the capacity of NGOs, POs, and relevant government entities; cooperating with partners to identify victims of trafficking and migrants in vulnerable situations; monitoring project activities implemented by NGOs and POs; providing support in developing press releases and visibility materials; and performing other duties as assigned. The coordinator will be responsible for ensuring that project activities are effectively implemented and that partners are consistently engaged and supported throughout the process.

Required Qualifications:
Candidates must possess a completed university degree, preferably in Social Sciences or a related field, or an equivalent combination of training and practical experience. Additionally, candidates should have more than 5 years of experience working in or with the NGO/PO sector in Turkmenistan, demonstrating familiarity with the challenges faced by these organizations and knowledge of networking within the sector. Familiarity with IOM's work in Turkmenistan and its mandate is essential, along with skills and knowledge in data security" style="border-bottom: 1px dotted #007bff !important;">security and data protection principles. Experience working with specialized international agencies, such as UN Agencies and International Organizations, is also required.

Educational Background:
The educational background required for this position includes a completed university degree in Social Sciences or a related field. Alternatively, candidates may qualify with a combination of relevant training and practical experience that demonstrates their capability to fulfill the role's responsibilities effectively.

Experience:
The position requires more than 5 years of relevant experience, particularly in working with NGOs and POs in Turkmenistan. Candidates should have a deep understanding of the challenges faced by the NGO sector and possess knowledge of effective networking strategies. Experience with international organizations, especially in the context of migration and humanitarian assistance, is highly valued. The ability to lead and coach individuals from diverse cultural backgrounds is also essential for this role.

Languages:
Fluency in Russian and Turkmen is mandatory, with a good command of the English language considered an asset. The ability to communicate effectively in these languages is crucial for engaging with various stakeholders and ensuring the successful implementation of project activities.

Additional Notes:
The consultancy is expected to last for 6 months, with the duty station located in Ashgabat, Turkmenistan. Travel within the regions of Turkmenistan is required for participation in trainings, workshops, and conferences. The appointment is subject to funding confirmation and medical fitness certification. IOM provides coverage against occupational accidents and illnesses under its Compensation Plan, but consultants are responsible for their own medical insurance for non-occupational incidents.
