Job Overview:
The position of Individual Consultant for outcome assessment involves conducting a thorough evaluation of specific outcomes related to UNDP projects in Cameroon. The consultants will be expected to utilize various assessment methodologies to analyze the effectiveness and impact of the projects. This role requires a deep understanding of the local context and the ability to engage with stakeholders to gather relevant data. The consultants will be responsible for developing assessment frameworks, collecting and analyzing data, and presenting findings in a comprehensive report. The outcome assessment is crucial for informing future project designs and ensuring accountability in the use of resources.

Duties and Responsibilities:
  • Develop a detailed outcome assessment framework that aligns with UNDP's strategic objectives and the specific goals of the projects being evaluated.
  • Conduct qualitative and quantitative data collection through surveys, interviews, focus groups, and document reviews.
  • Engage with project stakeholders, including beneficiaries, local authorities, and project staff, to gather insights and feedback.
  • Analyze collected data to assess the effectiveness, efficiency, and impact of the projects.
  • Prepare and present a comprehensive report detailing the findings of the assessment, including recommendations for improvement.
  • Collaborate with UNDP staff and other consultants to ensure the assessment aligns with organizational standards and practices.
  • Participate in meetings and workshops to discuss findings and gather additional input from stakeholders.

Required Qualifications:
  • Proven experience in conducting outcome assessments or evaluations, preferably in the context of international development projects.
  • Strong analytical skills with the ability to interpret complex data and draw meaningful conclusions.
  • Excellent communication skills, both written and verbal, with the ability to present findings clearly to diverse audiences.
  • Familiarity with UNDP's operational procedures and development goals is an advantage.
  • Ability to work independently and manage multiple tasks effectively under tight deadlines.

Educational Background:
A Master's degree in a relevant field such as international development, social sciences, public policy, or a related discipline is required. Additional certifications in monitoring and evaluation or project management would be beneficial.

Experience:
A minimum of 5 years of professional experience in monitoring and evaluation, particularly in the context of development projects. Experience working with UN agencies or similar organizations is highly desirable. Demonstrated experience in conducting assessments in Cameroon or similar contexts will be an asset.

Languages:
Fluency in English is mandatory, and proficiency in French is highly desirable given the bilingual nature of Cameroon. Knowledge of local languages would be an advantage.

Additional Notes:
This position is for individual consultants, and the contract duration will be specified upon selection. The role is expected to be full-time during the assessment period. The consultants will be compensated based on their qualifications and experience, in accordance with UNDP's remuneration policies. The recruitment process is open to both national and international candidates.
