Job Overview:
The Joint Programme Officer will play a crucial role in supporting the coordination, implementation, and monitoring of UNEP-funded project activities in Abyei. This position is essential for ensuring effective collaboration among local implementing partners and maintaining strong coordination with stakeholders. The Consultant will oversee project logistics and reporting obligations, aiming for timely and quality delivery of project results according to the objectives and standards outlined in the Letter of Agreement (LoA). The role also involves contributing to the integrated design, planning, coordination, and overall monitoring, evaluation, and reporting of programmatic activities and community stabilization interventions implemented by various UN agencies in Abyei. The Consultant will support multi-agency coordination and engage in consultative meetings with implementing partners to prepare and submit all obligations linked to signed UN-to-UN agreements. Regular project reviews will be conducted to assess performance and review Multi-Year Work Plans, ensuring that the Joint Programme Senior Staff and participating entities can effectively manage their workload in support of the Abyei UN Joint Programme Initiative as stipulated in the UNSCR 2802, which is set to continue until November 2025.

Required Qualifications:
The position requires an advanced university degree (Master’s degree or equivalent) in business administration, management, economics, social sciences, or a related field. Additionally, training or certification in PowerBI/MS Project is mandatory, along with Prince2 Project Management certification. A minimum of eight years of relevant experience in project management and coordination, business administration, logistics, operational/project support, or general administration is required. Previous experience in managing implementing partners in a UN peacekeeping operation is desirable, as is proven experience in planning and project management in conflict or post-conflict environments. Familiarity with financial systems and enterprise resource planning (ERP) software such as Umoja is highly desirable, as is experience in budget preparation and WBSE implementation and reporting. Excellent computer literacy and strong skills in technology/software solutions, particularly with Microsoft Office 365 packages, are also assets. Candidates must possess a valid driving permit and have passed the United Nations Driving test.

Candidates must hold an advanced university degree (Master’s degree or equivalent) in business administration, management, economics, social sciences, or a related field. This educational background is essential for understanding the complexities of project management and coordination within the context of the United Nations and its operations in conflict-affected areas.
Experience:
The position requires a minimum of eight years of relevant experience in project management and coordination, business administration, logistics, operational/project support, or general administration. Candidates should have a proven track record of working in conflict or post-conflict environments, particularly in roles that involve managing implementing partners within a UN peacekeeping operation. Experience with financial systems and enterprise resource planning (ERP) software is also highly desirable, as is experience in budget preparation and reporting.
Languages:
Fluency in spoken and written English is required for this position, as English is one of the working languages of the UN Secretariat. Knowledge of French is also beneficial, as it is another working language of the UN. Proficiency in both languages will enhance communication and collaboration with diverse stakeholders in the region.

The position is expected to last for 14 months, and it is located in Abyei, which is under the jurisdiction of the United Nations Interim Security Force for Abyei (UNISFA). - Supporting coordination, implementation, oversight, and partner management by facilitating daily coordination among implementing partners, local authorities, and community stakeholders to ensure coherent project delivery.
- Assisting in the planning, scheduling, and execution of project activities according to work plans and budgets, and conducting coordination meetings to follow up on agreed action points.
- Supervising activities of selected local implementing partners to ensure compliance with project standards and performance indicators.
- Providing technical and operational support to partners on programmatic and administrative issues, reviewing partners’ progress reports for accuracy and alignment with project objectives.
- Preparing scope of work, reviewing project documents, and ensuring compliance with financial rules and procedures in collaboration with relevant partners.
- Monitoring the status of project proposals and documentation, distributing project documents to stakeholders, and preparing briefing notes for senior staff.
- Compiling and presenting information/data using Power BI, drafting status reports, and managing year-end closure activities in collaboration with the Finance & Budget Unit.
- Consolidating and preparing timely progress reports on field activities, ensuring proper documentation of project achievements and challenges.
- Coordinating logistics for field missions and community activities, liaising with organizational units for procurement and supply chain needs. 1
- Representing the project in local coordination meetings and maintaining communication with field stakeholders to strengthen collaboration.
