Job Overview:
The Ramp Management Officer position is crucial for the Aviation Section of UNMISS, based in Wau. The incumbent will be responsible for overseeing all ground activities on the ramp and airside, ensuring that operations are conducted safely and professionally. This role involves monitoring vehicle, cargo, and personnel movements, as well as the operational conditions of the ramp, runway, and taxiway. The Ramp Management Officer will also ensure compliance with safety regulations and coordinate with various teams to maintain efficient aircraft operations. The position requires a proactive approach to identifying and addressing safety concerns, making it essential for the incumbent to have a strong understanding of aviation operations and safety protocols.
Duties and Responsibilities:
The Ramp Management Officer will undertake a variety of duties, including: 1) Ensuring the safe and professional conduct of all ground activities on the ramp and airside. 2) Monitoring the control of all vehicles, cargo, and personnel movement in the ramp/apron area. 3) Assessing the operational condition of the ramp/apron, runway, taxiway, and lighting systems, and reporting any issues to the Airfield Manager. 4) Controlling access points to the ramp/apron area. 5) Overseeing fuelling operations to ensure adherence to safety instructions and reporting any unsafe practices. 6) Ensuring that only authorized personnel and vehicle drivers gain access to the ramp/apron. 7) Monitoring apron/ramp authorization passes. 8) Coordinating with Fire Fighting, MOVCON, AIROPS Center, and Ramp Management as required. 9) Ensuring UNMISS aircraft are marshalled and parked safely and efficiently, maintaining appropriate separation from obstacles. 10) Providing the AIROPS Center with information on the condition and serviceability of parking and landing areas. 11) Monitoring personnel on the apron/ramp to ensure compliance with flight line procedures. 12) Detecting and halting unsafe operations on the apron/ramp. 13) Reporting any breaches of instructions, regulations, and safety procedures to the OiC air region and ensuring immediate cessation of unsafe activities. 14) Attending briefings from the AIROPS Center and updating the OiC air region accordingly. 15) Completing daily hazard reports and SITREPs.
Required Qualifications:
Candidates must possess a High School Diploma or equivalent. A minimum of five years of progressively responsible experience in air transportation operations, ramp management, or related fields is required. A valid driving license with category A or B is necessary. Additionally, training in Aviation Ramp Management or similar fields is required, while training in Airside Safety Management, Aircraft Marshalling, and Ground Handling Equipment operation is desirable.
Educational Background:
The educational requirement for this position is a High School Diploma or an equivalent qualification. This foundational education is essential for understanding the operational and safety protocols necessary for effective ramp management in aviation.
Experience:
The position requires a minimum of five years of progressively responsible experience in air transportation operations, ramp management, or related fields. This experience should demonstrate a solid understanding of aviation safety standards and operational procedures, as well as the ability to manage ground activities effectively in a high-pressure environment.
Languages:
Fluency in English, both oral and written, is required for this position, as English is one of the working languages of the United Nations Secretariat. Knowledge of French is also beneficial, as it is another working language of the organization, but fluency in English is mandatory for effective communication in this role.
