Job Overview: The position of Team Leader/Population Dynamics Expert for the UNFPA Mongolia 7th Country Programme Evaluation is crucial for providing an independent assessment of the programme's relevance, coherence, effectiveness, efficiency, and sustainability. The consultant will lead the evaluation team, ensuring the quality of deliverables and the integration of population dynamics into development planning. This role requires a strong technical background in population dynamics and data systems, as well as the ability to coordinate a multidisciplinary team effectively. The consultant will be responsible for the design and implementation of the evaluation, including the drafting of reports and leading presentations to stakeholders. The position is home-based with a requirement for one mission to Mongolia for data collection.
Duties and Responsibilities:
Evaluation Management: The consultant will hold overall responsibility for the design and implementation of the evaluation, ensuring timely submission of all deliverables. This includes leading and coordinating the work of national team members.
Technical Expertise: The consultant will assess the programme's contribution to strengthening national data systems and the use of disaggregated data for policy-making. They will also evaluate the integration of population dynamics into development planning.
Reporting: The consultant will lead the drafting of the Design Report and the Final Evaluation Report, and present findings at debriefing meetings with the Country Office and Evaluation Reference Group.
Communication: The consultant will maintain communication with the CPE manager and ensure that all evaluation deliverables meet the required quality standards.
Field Phase: The consultant will conduct a field mission to Mongolia to collect data in Ulaanbaatar and selected provinces, ensuring that all activities align with the evaluation objectives.
Required Qualifications: The ideal candidate must possess a Master’s degree in public health, social sciences, demography, statistics, or a related field. They should have at least 10 years of experience in conducting evaluations in international development, with extensive experience leading complex evaluations for United Nations organizations or other international entities. The candidate must have substantive knowledge of population dynamics, including the demographic dividend and youth-related data, as well as experience with national statistics systems. They should also demonstrate excellent management and leadership skills, with the ability to supervise and mentor emerging evaluators.
Educational Background: A Master’s degree in public health, social sciences, demography, statistics, or a related field is required for this position. This educational background is essential for understanding the complexities of population dynamics and the methodologies used in evaluations.
Experience: Candidates must have a minimum of 10 years of experience in conducting evaluations within the context of international development. This experience should include leading evaluations commissioned by UN organizations or other international organizations and NGOs. The candidate should also have a proven track record of working with multidisciplinary teams and managing complex evaluation processes.
Languages: Fluency in English is mandatory, both written and spoken, as all deliverables must be submitted in English. Knowledge of additional languages may be considered an asset but is not required.

The consultant will work from home but will be required to travel to Mongolia for approximately 3 to 4 weeks for data collection. Daily Subsistence Allowance (DSA) and travel costs for the mission will be settled separately from the consultancy fees, in accordance with UNFPA Duty Travel Policy. The consultant will report to the CPE Manager and payments will be based on the approval of deliverables.
