Job Overview:
The Migration Health Assessment Centre (MHAC) Manager will oversee the operations of the MHAC in Sylhet, Bangladesh, ensuring that health assessments for migrants and refugees are conducted in accordance with the technical requirements of resettlement countries. The role involves managing clinical and non-clinical staff, ensuring compliance with IOM standards, and maintaining high-quality health assessment processes. The successful candidate will be responsible for coordinating health assessments, managing resources, and ensuring that the MHAC meets professional standards of quality and safety. The position requires strong leadership skills, the ability to manage a diverse team, and a commitment to client-centered care.

Duties and Responsibilities:
  • Organize and supervise the migration health assessment process at the MHAC, ensuring compliance with technical requirements for medical examinations, imaging, laboratory testing, vaccinations, TB management, treatment referrals, and documentation.
  • Conduct health assessments for refugees and migrants, including reviewing medical histories and lab results.
  • Maintain the infrastructure and equipment of the MHAC to meet professional standards.
  • Coordinate with the Chief Migration Health Officer (CMHO) to ensure adequate staffing and qualifications for health assessments.
  • Develop and implement client-centered procedures, ensuring integrity and quality at all stages of the health assessment process.
  • Establish a feedback system for clients and maintain a quality improvement system for services.
  • Supervise clinical and non-clinical staff, ensuring timely performance evaluations and adherence to IOM Standards of Conduct.
  • Develop staff training programs and liaise with external service providers for agreements and quality control.
  • Oversee procurement of medical supplies and ensure confidentiality of migration health data. 1
  • Facilitate integration of health assessment activities into overall migration programming and advise on public health interventions.

Required Qualifications:
  • University degree in Medicine from an accredited institution with specializations in internal medicine, pediatrics, anaesthesiology, emergency medicine, family medicine, or obstetrics and gynecology.
  • Minimum of seven years of relevant professional experience, including three years in managerial roles, or a Master's Degree in Community or Public Health with five years of relevant experience.
  • Accredited universities must be listed in the UNESCO World Higher Education Database.
  • Proven experience in health program management, project development, and report writing.
  • Knowledge of public health, patient safety, and infection control is essential.
  • Experience in migration health assessments and emergency response is an asset.

Educational Background:
Candidates must possess a university degree in Medicine from an accredited academic institution. Preferred specializations include internal medicine and its subspecialties, pediatrics, anaesthesiology, emergency medicine, family medicine, and obstetrics and gynecology. A Master's Degree in Community or Public Health or related fields is preferred for candidates with fewer years of experience. Accreditation of the educational institution is crucial, and candidates should refer to the UNESCO World Higher Education Database for verification.

Experience:
Candidates should have a minimum of seven years of relevant professional experience, with at least three years in managerial responsibilities. Continuous clinical experience in a multidisciplinary hospital setting or similar international clinic context is preferred. Experience in migration health assessments, health program management, project development, and report writing is essential. Proven abilities to establish partnerships with government and health institutions are also required. Experience in migration health emergency response and clinical specialization in pediatrics, pulmonology, or emergency medicine is advantageous.

Languages:
Fluency in English is required, both oral and written. Proficiency in Bangla is highly desired. Knowledge of IOM's official languages, which include French and Spanish, is beneficial. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is subject to funding confirmation, and the selection process may be used to fill similar positions in various duty stations. Recommended candidates will remain eligible for appointment in similar positions for 24 months. National Professional Officers must be nationals of the country of employment. The appointment is contingent upon medical fitness certification, residency verification, and necessary government authorizations.
