Job Overview: The Livestock Consultant position is integral to the implementation of various Technical Cooperation Projects (TCPs) focused on livestock and animal health across multiple Pacific Island countries. The consultant will provide technical and operational support for the effective execution of projects related to poultry, dairy, and broader livestock production systems. This role involves coordinating project activities, managing consultants, developing Letters of Agreement (LoAs), facilitating procurement processes, organizing training and stakeholder engagement activities, and consolidating reports to ensure timely and quality delivery of project outputs. The consultant will work closely with the Sub-regional Coordinator for Pacific Islands and the Livestock and Animal Health Officer to align tasks with project goals and contribute to the successful delivery of project outcomes.
Duties and Responsibilities: The Livestock Consultant will undertake a variety of tasks under the three listed TCP projects, including but not limited to:
Studying project documents to understand expected outcomes, activities, and timelines to align tasks for excellent project delivery.
Assisting the Livestock Technical Officer (LTO) in recruiting, onboarding, and supporting international consultants as outlined in project proposals.
Liaising with project countries to facilitate the completion of project activities.
Supporting the development of targeted action plans in collaboration with the LTO and country counterparts.
Identifying suitable service providers in project countries and developing operational LoAs.
Organizing stakeholder consultation workshops and training events, including coordinating the development of Terms of Reference (ToRs) and ensuring timely processing of approvals and payments.
Coordinating periodic reporting by liaising with country focal points.
Assisting in the recruitment of specialists and consultants as needed for specific projects.
Supporting procurement processes for required equipment and materials in consultation with consultants and the LTO. 1
Compiling monthly project updates and relevant training reports, including documentation of activities and budgets.
Required Qualifications: Candidates must possess a diploma or certificate in agriculture, livestock production, animal husbandry, animal science, or a related field. Additionally, candidates should have at least one year of relevant experience in agriculture or livestock-related work. A working knowledge of English is essential, and candidates must be nationals of Samoa. FAO core competencies such as results focus, teamwork, communication, building effective relationships, and knowledge sharing and continuous improvement are also required.
Educational Background: The educational background required for this position includes a diploma or certificate in agriculture, livestock production, animal husbandry, animal science, or a related field. Candidates must have their qualifications recognized by an institution accredited in the World Higher Education Database (WHED).
Experience: The position requires at least one year of relevant experience in agriculture or livestock-related work. This experience should ideally involve direct engagement with livestock production systems, project management, or technical support in agricultural development.
Languages: A working knowledge of English is mandatory for this position. Proficiency in additional languages relevant to the Pacific region may be considered an asset but is not explicitly required.
