Job Overview: The Health Programme Coordinator position is crucial for the coordination, development, and implementation of IOM’s health programming in Mindanao, particularly in the provinces of Basilan, Sulu, and Tawi-Tawi. The successful candidate will work under the supervision of the Head of Sub-Office in Cotabato and the Head of Satellite Office in Zamboanga, while also receiving technical oversight from the National Migration Health Coordinator. This role involves close collaboration with the Department of Health and local health authorities to enhance local health systems and improve access to quality care, especially in Maternal, Neonatal, and Child Health (MNCH). The coordinator will be responsible for promoting inclusive health strategies that are tailored to local needs and aligned with IOM’s standards and policies. The position requires strategic leadership, technical input, and operational support for MNCH projects, ensuring they meet global standards and local health priorities.
Duties and Responsibilities: The Health Programme Coordinator will have a wide range of responsibilities, including but not limited to: supporting the coordination and implementation of MNCH projects; conducting needs and capacity assessments; providing technical training and support for health facility upgrades; engaging with communities and mentoring local health workers; developing strategies and standard operating procedures (SOPs) for MNCH initiatives; providing continuous technical assistance to government counterparts and community organizations; reviewing and advocating for culturally appropriate MNCH approaches; coordinating with monitoring and evaluation teams to inform continuous learning; contributing to resource mobilization efforts; analyzing MNCH data and ensuring timely reporting; establishing partnerships with health sector stakeholders; and operationalizing accountability frameworks in coordination with monitoring and evaluation units. The coordinator will also be expected to undertake duty travels and respond to public health emergencies as needed.
Required Qualifications: Candidates must possess an advanced university degree or master’s degree in a medical field, nursing, international health, public health, or social sciences from an accredited institution. Alternatively, a bachelor’s degree in these fields with a minimum of two years of relevant professional experience is acceptable. Relevant accreditation or certification in MNCH and public health is considered a significant asset. Candidates should demonstrate excellent communication, research, and writing skills, along with strong computer literacy, particularly in Microsoft Office applications. Familiarity with the context of BARMM and surrounding areas is highly desirable, as is knowledge of health systems at both national and local levels.
Educational Background: The educational background required for this position includes an advanced university degree or master’s degree in relevant fields such as medical sciences, nursing, international health, public health, or social sciences. A bachelor’s degree in these areas is acceptable if accompanied by sufficient professional experience. Accreditation from recognized institutions listed in the UNESCO World Higher Education Database is essential, and additional training or certification in MNCH and public health is advantageous.
Experience: Candidates should have substantial experience in program support, implementation, monitoring, and evaluation of public health activities. Experience in the public health sector, particularly with programs focused on MNCH, is highly advantageous. Familiarity with humanitarian or development operations, as well as experience liaising with government health counterparts, is also required. The ideal candidate will have a proven track record of working effectively in complex health environments and engaging with various stakeholders in the health sector.
Languages: Fluency in English and Filipino is mandatory for this position, both oral and written. Additionally, working knowledge of local languages used in Basilan, Sulu, and Tawi-Tawi is desirable. Proficiency in IOM's official languages, which include English, French, and Spanish, will be evaluated during the selection process, potentially through written and/or oral assessments.
Additional Notes: The position is subject to funding confirmation, and the selection process may be used to fill similar roles in various duty stations. Recommended candidates will remain eligible for appointment in similar positions for a period of 24 months. National Professional Officers must be nationals of the country of employment and are expected to meet the same recruitment qualifications and performance standards as International Professional staff. Appointment is contingent upon medical fitness certification, residency verification, and necessary government authorizations.
