Job Overview: The Digital Programme Development Manager (PDM) will play a pivotal role in leading NRC Sudan's innovative unit focused on enhancing communication, connectivity, and e-cash solutions for individuals affected by conflict and displacement. This position is crucial for integrating digital technology into NRC's core competencies, ensuring that the organization can effectively respond to the needs of affected populations. The PDM will collaborate closely with Core Competency and Area Office teams to advance various initiatives related to digital technology-enabled assistance. This includes improving information management systems, working with the Monitoring and Evaluation (M&E) team to enhance accountability mechanisms, and supporting emergency programming pilots that leverage digital transformation. The role requires a strategic mindset to ensure that digital solutions complement and enhance the overall assistance provided by NRC, while also fostering collaboration with the private sector and the wider community.
Duties and Responsibilities: The Digital Programme Development Manager will be responsible for a wide range of duties, including but not limited to: ensuring compliance with NRC's regional and country strategies, policies, and guidelines; institutionalizing digital technology-enabled programming within NRC Sudan; developing the Digital programme strategy and technical standard operating procedures (SOPs); leading the design and refinement of digital technology delivery approaches tailored to the Sudan context; drafting programme concepts, proposals, and budgets; coordinating the implementation of digital projects in alignment with donor requirements; managing the digital portfolio's budget and ensuring appropriate expenditure; overseeing the operations of NRC's beneficiary database and case management platforms; developing partnerships with mobile network operators and digital service providers; contributing to data protection initiatives; and representing NRC in relevant working groups and advocacy efforts.
Required Qualifications: Candidates for the Digital Programme Development Manager position should possess a minimum of six years of experience in humanitarian mobile money, information management, or data science programming, with at least three years in a project management role. A Bachelor's degree in Information Technology, Information Management, or Computer Science is required. Applicants should have prior experience in implementing digital and technology-enabled programming within emergency contexts, as well as familiarity with design approaches such as Service Design and Human-Centered Design. Strong leadership skills and a proven track record of achieving results related to the position's responsibilities are essential.

Additional Notes: This position is offered on a remote basis, allowing the successful candidate to work from any of NRC's offices. The contract is fixed-term and subject to renewal based on funding availability and performance. The salary is classified under grade 9 of the national contract scale. The role may require travel of approximately 10-15% for strategic and consultative meetings.
