Job Overview: The Health Insurance Officer will play a crucial role in supporting the delivery and continuous improvement of WFP’s global health insurance offerings. This position involves coordinating with a wide range of internal stakeholders and external service providers to promote access to quality healthcare, especially in challenging humanitarian contexts. The officer will provide remote and in-person guidance to employees and managers, empowering them to take charge of their well-being and achieve optimal health and sustainable performance. The role includes advising the Chief of the Health Insurance Service on the design, administration, and stewardship of WFP’s global portfolio of self-insured medical plans and commercially insured life and disability plans, ensuring their long-term solvency and adequate coverage. The officer will also be responsible for overseeing the performance of external contractors, establishing performance standards, and ensuring that insured participants worldwide can access quality healthcare through satisfactory and cost-effective insurance services.
Duties and Responsibilities:
Coordinate the process for identifying, contracting, and onboarding third-party suppliers for health insurance services, ensuring compliance with corporate procurement policies.
Develop and implement performance standards and corporate processes to ensure high-quality and cost-effective insurance services.
Conduct regular reviews of benefits and policy provisions in consultation with relevant stakeholders to align insurance policies with WFP’s broader people management framework.
Promote collaboration between third-party contractors and WFP’s internal oversight bodies to prevent and address insurance fraud and abuse.
Monitor financial performance indicators of insurance plans, identifying risks and ensuring adequate reserves.
Raise awareness of WFP’s health insurance benefits and services, providing strategic guidance to insured staff and HR teams.
Collaborate with Wellness officers to integrate health insurance services into broader well-being initiatives.
Maintain partnerships with international organizations’ health insurance specialists to share best practices.
Support the Chief of the Health Insurance Service in governance activities and supervise the Health Insurance Service team, promoting an inclusive work environment.
Required Qualifications:
Advanced university degree in Business Administration, Finance, Economics, Accounting, Risk Management, Law, or a related field; or a first university degree with additional relevant experience.
A minimum of 5 years of progressively responsible experience in the design and administration of health insurance schemes, preferably within international organizations serving a global workforce.
Thorough understanding of the UN Common System employee compensation package and familiarity with best practices in health insurance across UN organizations.
Ability to design, develop, manage, and implement performance standards related to group health insurance plans, especially in challenging environments.
Strong analytical and quantitative skills, with the ability to manage financial resources effectively.
Excellent communication and interpersonal skills, with a demonstrated ability to work sensitively in diverse teams.
Actuarial expertise or qualifications are desirable.
Educational Background: Candidates must possess an advanced university degree in a relevant field such as Business Administration, Finance, Economics, Accounting, Risk Management, or Law. Alternatively, a first university degree combined with additional years of relevant experience will be considered sufficient.
Experience: The position requires a minimum of 5 years of progressively responsible experience in the design and administration of health insurance schemes. Experience should preferably be in service of international organizations with a global workforce, particularly in remote duty stations with limited access to healthcare services.
Languages: Fluency in English (level C) is mandatory. Additionally, intermediate knowledge (level B) of a second official UN language such as Arabic, Chinese, French, Russian, Spanish, or Portuguese is desirable, as these are working languages of WFP.
Additional Notes: This is an International Professional position classified as 'non-rotational', meaning the incumbent will not be subject to regular reassignment unless the position is reclassified. The selected candidate will be employed on a fixed-term contract with a one-year probationary period. The position is open to all nationalities, and the selected candidate will be required to relocate to Rome, Italy.
