Job Overview: The Grants Manager position is a critical role within the EpiC and STRIDES projects in Haiti, focusing on the management and administration of grants and subcontracts. The Grants Manager will ensure compliance with FHI 360 and U.S. Department of State financial and accounting procedures, overseeing financial reporting and monitoring program expenditures. This role requires a proactive approach to managing sub-awardees, providing capacity development and technical support to strengthen their grant management systems. The Grants Manager will also coordinate with various stakeholders, including local grant teams and program management teams, to ensure that all grant processes are executed efficiently and in compliance with regulations. The position demands a strong understanding of financial management, compliance, and the ability to work collaboratively with diverse teams to achieve project goals.
Duties and Responsibilities: The Grants Manager will be responsible for a wide range of duties including managing EpiC and STRIDES Haiti sub-recipients and subcontractors, conducting pre-award assessments, and reviewing and preparing grant files. This includes developing and managing sub-recipient monitoring plans, supervising a team that supports sub-award and subcontract management, and providing guidance on compliance and strategy. The role also involves coordinating grant processes with local teams, supporting the application of NICRA, and managing PEPFAR expenditure reports. The Grants Manager will conduct site visits to build financial management capacity, provide training for project staff on financial and grants management, and ensure timely processing of sub-awardee advances and liquidations. Additionally, the position requires maintaining accurate tracking tools for sub-grants and contracts, preparing monthly compliance reports, and facilitating seamless startup and closeout processes for sub-awards.
Required Qualifications: Candidates must possess a Bachelor’s Degree in Business Administration, Finance, or a related field, with a minimum of 8-9 years of relevant experience. Alternatively, a Master’s Degree with at least 5-7 years of related experience is acceptable. Experience with U.S. government rules and regulations, particularly in an international NGO environment, is highly desirable. Candidates should have a strong understanding of accounting, budgeting, and fiscal control practices, as well as proficiency in using spreadsheets and Management Information Systems. Familiarity with the Haitian public health sector and experience working with USG or PEPFAR-supported programs are preferred. Cultural sensitivity and the ability to work collaboratively in a diverse environment are essential.
Educational Background: The educational background required for this position includes a Bachelor’s Degree in Business Administration, Finance, or a related field. A Master’s Degree is preferred, especially for candidates with fewer years of experience. The educational qualifications should reflect a solid foundation in financial management principles and practices, as well as an understanding of the complexities involved in managing grants and subcontracts in an international context.
Experience: The position requires significant experience in grants management, with a minimum of 8-9 years for candidates with a Bachelor’s Degree, or 5-7 years for those with a Master’s Degree. Experience should include working with U.S. government regulations and in an international NGO setting. Candidates should demonstrate a history of managing financial reporting, compliance, and capacity building for sub-recipients, as well as experience in conducting training and mentorship in financial management.
Languages: Fluency in French, Haitian Creole, and English is mandatory for this position. Proficiency in these languages is essential for effective communication with stakeholders, sub-recipients, and team members, ensuring that all parties are aligned and informed throughout the grant management process.
Additional Notes: This position is based in Petion-Ville, Haiti, and preference will be given to Haitian nationals currently residing in Haiti. The role is full-time and involves significant interaction with local partners and stakeholders.
