  • The organization aims to enhance the science, technology, and innovation capacities of least developed countries (LDCs) by promoting the development and implementation of national and regional strategies, strengthening partnerships among public entities and the private sector, and facilitating access to appropriate technologies. The Technology Bank operates under a Strategic Plan for 2025–2027, focusing on high-impact policy and technical advisory services, capacity building for transformation, and knowledge services for results. It is located in Gebze, Türkiye, and is dedicated to addressing the unique challenges faced by LDCs in the realm of technology and innovation.

Job Overview:
The Economic Affairs Officer position is integral to the Programme Unit of the Technology Bank for the Least Developed Countries. The officer will be responsible for conducting economic or sector analysis, focusing on science, technology, and innovation needs in LDCs. This includes designing and conducting research, drafting reports, monitoring emerging issues, and developing databases relevant to sustainable development. The officer will also interpret econometric models to analyze trends and policy implications, prepare technical papers, and provide substantive inputs to senior officials. The role requires active participation in international meetings, expert group discussions, and the organization of seminars related to technology and innovation. The officer will also prepare reports for intergovernmental bodies and represent the organization at various meetings, ensuring that the work aligns with the objectives of the Technology Bank.

Duties and Responsibilities:
The Economic Affairs Officer will undertake a variety of responsibilities, including:
  • Conducting research and analysis on science, technology, and innovation in LDCs, contributing to the drafting of relevant reports such as Technology Needs Assessments.
  • Monitoring and reporting on issues related to technology transfer and sustainable development.
  • Developing and maintaining databases for science and technology-related assignments.
  • Applying econometric models to analyze economic trends and policy impacts.
  • Drafting inputs for technical papers and analytical studies.
  • Keeping abreast of trends in science and technology and preparing inputs for senior officials.
  • Identifying and analyzing policy proposals related to digital transformation and innovation.
  • Participating in international meetings and presenting findings.
  • Organizing expert group meetings and seminars. 1
  • Preparing speeches and presentations for senior staff. 1
  • Engaging in technical cooperation activities and managing projects related to science and technology. 1
  • Supporting junior staff and conducting training activities. 1
  • Performing various administrative tasks to ensure the effective delivery of the Programme unit's services.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in economics, science, technology, innovation, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A PhD in a related field is desirable, as well as successful completion of programs in data analytics, business analytics, or data science. Candidates should demonstrate a strong understanding of economic principles and their application in development programs, particularly in relation to science and technology.

Educational Background:
The position requires an advanced university degree (Master’s degree or equivalent) in a relevant field such as economics, science, technology, or innovation. Alternatively, a first-level university degree with two additional years of qualifying experience may be accepted. A PhD in a related field is preferred, along with completion of relevant programs in data analytics or related disciplines.

Experience:
Candidates should have a minimum of five years of progressively responsible experience in economic research and analysis, policy formulation, and the application of economic principles in development programs. Experience in providing policy analysis or advisory services to government counterparts in developing countries, particularly LDCs, is essential. Desirable experience includes conducting independent research on science and technology topics and field experience in implementing related programs in Africa or LDCs. Experience within the United Nations Common System or similar multilateral institutions is also advantageous.

Languages:
English is required for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. French is desirable, with a minimum proficiency level of UN Level II in all language skills. Candidates should refer to the UN Language Framework for specific language requirements.

This position is temporarily available for 364 days. If the selected candidate is a current staff member of the United Nations Secretariat, the selection will be treated as a temporary assignment. This temporary position does not guarantee future employment and is subject to funding availability.
