Job Overview:
The position of Stabilization, Conflict, and Fragility Analyst is crucial for addressing the ongoing challenges in the Highlands Region of Papua New Guinea, which include communal violence, political tensions, and the impacts of climate change. The consultant will lead the analysis of social, political, climate-related, and security" style="border-bottom: 1px dotted #007bff !important;">security dynamics in the region, particularly focusing on the Enga, Hela, Southern Highlands, and Western Highlands Provinces. This role is integral to the United Nations Highlands Joint Programme Phase 2 (HJP2), where the consultant will contribute to data management, conflict analysis, and the establishment of the Highlands Peace Institute. The position requires a proactive approach to ensure that evidence-based insights inform design" style="border-bottom: 1px dotted #007bff !important;">program design and adaptation, ultimately contributing to community stabilization and resilience against climate shocks and natural hazards.

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks including:
  • Data Collection and Analysis: Collecting, verifying, and analyzing conflict-related data from diverse sources to track trends in conflict and displacement.
  • Monitoring and Reporting: Maintaining communication with field teams, developing a conflict and fragility database, and producing analytical products such as conflict analysis reports and quarterly assessments.
  • Programme Support: Providing evidence-based recommendations for conflict-sensitive planning and monitoring program relevance.
  • Capacity Building: Enhancing the skills of IOM staff and local partners in conflict monitoring and participatory analysis.
  • Coordination and Representation: Engaging in community stabilization forums and representing IOM in discussions with various stakeholders.
  • Peace and Research Support: Contributing to peace dialogues and shaping research priorities for the Highlands Peace Institute.
  • Strategic Engagement: Supporting program-level planning and evaluations to ensure conflict-sensitive approaches are integrated into HJP2 implementation.
  • Field and Desk Studies: Conducting thematic desk reviews or field research as needed, and performing additional duties to support stabilization and peacebuilding efforts.

Required Qualifications:
Candidates must possess a Master’s degree in Peace and Conflict Studies, Political Science, International Relations, Anthropology, Development Studies, Security Studies, or a related field. A bachelor’s degree may be acceptable if accompanied by substantial relevant experience. Additionally, candidates should have at least 5 years of experience in conflict analysis, peacebuilding, stabilization, or humanitarian programming. Proven experience in research and conflict analysis in complex environments is essential, along with high attention to detail and the ability to work independently under tight deadlines. Experience engaging with government counterparts and community actors is also required, preferably within the Pacific or PNG.

Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as Peace and Conflict Studies, Political Science, or International Relations. A bachelor’s degree may be considered if the candidate has significant relevant experience. This educational foundation is critical for understanding the complexities of conflict and fragility in the Highlands Region of Papua New Guinea.

Experience:
The position requires a minimum of 5 years of relevant experience in conflict analysis, peacebuilding, stabilization, or humanitarian programming. Candidates should have a proven track record in conducting research and assessments in fragile or conflict-affected environments. Experience working with government and community stakeholders, as well as with UN or INGO partners, is highly desirable. Familiarity with the specific challenges faced in the Pacific region or PNG will be an advantage.

Languages:
Fluency in English is mandatory, with excellent written and oral communication skills. Proficiency in additional languages relevant to the region may be considered an asset, enhancing the consultant's ability to engage with diverse communities and stakeholders effectively.

Additional Notes:
The consultancy will involve travel within Papua New Guinea, with transportation provided by IOM. A Daily Subsistence Allowance (DSA) will be granted for travel outside the duty station. The consultant will receive a monthly payment based on the Level 2 Consultant rate or an approved financial proposal. Payments will be contingent upon the submission of a fully approved monthly progress report detailing achievements, challenges, and recommendations. The appointment is subject to medical fitness certification and verification of residency and visa requirements. IOM has a zero-tolerance policy regarding misconduct and does not charge fees during the recruitment process.
