Job Overview:
The Senior Information Management Assistant plays a crucial role in the production and dissemination of information regarding populations of concern, which includes protection and program information. This position is supervised by a more senior staff member at the field level and receives functional guidance from Information Management specialists at the country, regional, and global levels. The incumbent will work independently on routine tasks while following the supervisor's instructions for more complex issues. Although this position does not have supervisory responsibilities, it may involve liaising with national and local authorities to gather and exchange data. The role is essential in ensuring that UNHCR's operations are informed by accurate and timely data, which is critical for effective decision-making and program implementation.

Duties and Responsibilities:
The duties and responsibilities of the Senior Information Management Assistant include assisting in the operationalization of country-specific common data standards and promoting these standards among partners. The incumbent will compile and aggregate information elements necessary for producing standardized information products and implementing data/information collection plans for baseline and context-specific data. They will support the operation in analyzing processed data and information, performing data quality and consistency control, and facilitating the analysis of cross-border information between relevant countries. The role may require collecting GIS data, updating maps, and undertaking field trips to project sites. Additionally, the Senior Information Management Assistant may participate in Needs Assessment processes, specifically in data collection, processing/collation, and data exploration. They will liaise with partners and represent UNHCR in meetings related to their functions, decide on appropriate resolutions to data management problems, and escalate issues to the supervisor if they cannot be resolved. The incumbent will also support the identification and management of risks and seek to seize opportunities impacting objectives in their area of responsibility, ensuring decision-making is risk-based. Other related duties may be assigned as required.

Required Qualifications:
The required qualifications for the Senior Information Management Assistant position include a minimum of 2 years of relevant experience with a High School Diploma, or 1 year of relevant work experience with a Bachelor’s degree or equivalent higher education. Essential qualifications include experience handling confidential data and a demonstrated understanding of various data collection methodologies. Desirable qualifications include successful participation in the Operational Data Management Learning Programme, experience in web design and software development, and familiarity with relevant software such as ArcGIS, Mapinfo, SPSS, EpiInfo6, SQL Server, and/or proGres. Knowledge of HTML, PHP, ASP, and/or Java is also considered an asset. The ability to formulate Information Management-related technical requirements and operating procedures is essential.

Educational Background:
The educational background required for this position includes a High School Diploma as a minimum, with a Bachelor’s degree or higher being preferred. Relevant fields of education include Information Technology, Demography, Statistics, and Social Sciences. Certifications in Operational Data Management Learning Programme and other relevant areas are also beneficial for candidates.

Experience:
Candidates for the Senior Information Management Assistant position should have a minimum of 2 years of relevant experience if they hold a High School Diploma, or 1 year of relevant experience if they possess a Bachelor’s degree or higher. This experience should include handling confidential data and a solid understanding of different data collection methodologies. Additional experience in web design, software development, and the use of relevant software tools will be advantageous.

Languages:
For this position, knowledge of English is mandatory, along with the UN working language of the duty station if it is not English. For National Professional jobs, knowledge of the local language is also required. Proficiency in additional languages is considered a plus and may enhance a candidate's application.
