Job Overview:
The Senior Protection Associate (CBP and Outreach) plays a crucial role in the IOM's efforts to support vulnerable migrants in Libya, particularly those affected by the ongoing crisis. This position involves working closely with the Programme Manager and the Community-Based Protection (CBP) Officer to implement outreach activities aimed at identifying and mobilizing migrants who may benefit from the Voluntary Humanitarian Return (VHR) program. The role requires a strong understanding of community-based protection principles and the ability to engage sensitively with migrant communities. The Senior Protection Associate will be responsible for planning, coordinating, and monitoring outreach activities, ensuring that they are conducted in a protection-sensitive manner that respects the rights and dignity of migrants. This position also involves developing community-based protection strategies and activities, coordinating with local community groups, and ensuring that all outreach documentation adheres to IOM's data protection rules.

Duties and Responsibilities:
The Senior Protection Associate will have a wide range of responsibilities, including but not limited to: supporting the Outreach and CBP Officer in planning and implementing outreach activities; identifying and mobilizing migrants interested in VHR assistance; coordinating community-based protection interventions; preparing tools to collect information on migrant communities; conducting community-based focus groups; providing information on key protection topics; supervising the outreach team; ensuring adherence to protection principles; designing and disseminating information materials; safeguarding the confidentiality of outreach documentation; and performing any other related duties as assigned by management. The role requires a proactive approach to problem-solving and the ability to work collaboratively with various stakeholders to achieve the organization's goals.

Required Qualifications:
Candidates must possess a completed university degree in Political or Social Sciences, Development Studies, Social Work, Human Rights, International Relations, Law, or a related field, along with five years of relevant experience. Alternatively, candidates with a school diploma and seven years of relevant experience will also be considered. The position requires demonstrated management and leadership skills, effective organizational abilities, and a problem-solving attitude. Strong written and spoken communication skills are essential, as is the ability to work in a multicultural environment. Knowledge of community-based protection and outreach activities is crucial, as well as experience in developing and implementing response plans.

Educational Background:
The educational background required for this position includes a completed university degree from an accredited institution in a relevant field such as Political or Social Sciences, Development Studies, Social Work, Human Rights, International Relations, or Law. Accredited universities are those listed in the UNESCO World Higher Education Database. Candidates with a school diploma and extensive relevant experience may also be considered, highlighting the importance of practical experience in addition to formal education.

Experience:
The position requires candidates to have a minimum of five years of relevant experience in community-based protection and outreach activities. This experience should demonstrate management and leadership skills, as well as effective organizational abilities. Candidates should be able to establish priorities and plans, work under pressure, and cope with deadlines. A demonstrated problem-solving attitude and skills are essential, along with good written and spoken communication skills and the ability to work effectively in a multicultural environment.

Languages:
Fluency in English and Arabic is mandatory for this position, both written and spoken. Knowledge of French is considered an advantage, as IOM's official languages include English, French, and Spanish. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
This position is subject to local recruitment, meaning that only candidates holding a valid residence and work permit for Libya will be considered. The appointment will be contingent upon certification of medical fitness, verification of residency, visa, and any necessary authorizations by the concerned government. IOM has a zero-tolerance policy regarding conduct that is incompatible with the aims and objectives of the United Nations and IOM, including sexual exploitation and abuse, sexual harassment, and discrimination. The selection process may also be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar positions for a period of 24 months.
