Job Overview:
The position of Consultant within UNEP's Industry and Economy Division involves significant responsibilities aimed at enhancing the legal frameworks surrounding environmental issues, particularly antimicrobial resistance (AMR). The Consultant will work under the supervision of the Chief of the Chemicals and Health Branch and will be tasked with developing legal guidance documents that support countries in creating robust regulatory frameworks. This role requires a deep understanding of international law" style="border-bottom: 1px dotted #007bff !important;">environmental law and the ability to analyze and improve existing legal tools related to AMR. The Consultant will also contribute to various documents and recommendations that aim to integrate environmental considerations into AMR governance, thereby promoting sustainable practices across different sectors.

Duties and Responsibilities:
The Consultant will be responsible for a variety of tasks, including:
  • Developing a legal guidance document to assist countries in building regulatory frameworks addressing the environmental dimensions of AMR.
  • Analyzing the Quadripartite One Health Legislative Assessment Tool on AMR and suggesting improvements, particularly in multisectoral and environmental sections.
  • Drafting recommendations for countries to integrate measures for preventing and reducing AMR and antimicrobials' environmental release from a legal perspective.
  • Contributing to joint documents developed by Quadripartite organizations, including guidance for AMR governance.
  • Participating in capacity-building activities related to OHLAT implementation and strategic outreach interventions.
  • Providing technical support to the Secretariat of the Regulatory Agencies Network against AMR (RAGNA) and legal work by Quadripartite organizations.
  • Offering technical legal input for project proposals, reports, and other communication assets.
  • Identifying opportunities for interventions related to AMR and environmental legal frameworks.

Required Qualifications:
Candidates must possess an advanced university degree (master’s degree or equivalent) in environmental law, international law, or closely related fields. In lieu of a university degree, two additional years of qualifying work experience may be accepted. A minimum of five years of relevant experience in international law, particularly environmental law, is required. Experience in the environmentally sound management of chemicals and waste, or in One Health and antimicrobial resistance, is desirable. A comprehensive understanding of legal research related to environmental legislation or AMR is also desirable. Candidates should demonstrate the ability to work with diverse stakeholders and participate in international projects with a multidisciplinary approach.

Educational Background:
The educational background required for this position includes an advanced university degree (master’s degree or equivalent) in environmental law, international law, or a closely related field. Candidates with extensive work experience in lieu of formal education may also be considered, specifically those with two additional years of qualifying work experience.

Experience:
The position requires at least five years of relevant experience in international law, particularly in environmental law. Candidates should have experience in the environmentally sound management of chemicals and waste, or in One Health and antimicrobial resistance. Experience in conducting legal research on environmental legislation or AMR is also desirable, along with interdisciplinary development law work and exposure to various legal systems.

Languages:
Fluency in oral and written English is a requirement for this consultancy position. Knowledge of another UN language, such as French, would be an asset, as English and French are the working languages of the United Nations Secretariat.

Additional Notes:
This consultancy is expected to last for 4.5 months and is a full-time position. The work location is home-based or remote, allowing for flexibility in work arrangements.
