Job Overview:
The Country Manager for Cuba will report to the Regional Director for Latin America and the Caribbean and will play a crucial role in implementing Humanity & Inclusion's mandate and strategic objectives for the period 2026-203
  • This position requires ensuring the quality and impact of projects within Cuba through effective management and oversight. The Country Manager will lead a team of project managers and technical operational officers, embodying HI's values and fostering a culture of innovation and collaboration. The role involves navigating the unique geopolitical and logistical challenges present in Cuba, requiring flexibility and adaptability in operations. The Country Manager will also be responsible for representing HI in various forums and maintaining relationships with local authorities and stakeholders.

Duties and Responsibilities:
  • Management: Serve as a role model for HI's values, translating organizational strategy into operational objectives for the team. Organize team operations, facilitate problem resolution, and ensure compliance with institutional policies.
  • Strategy and Steering: Contribute to the development and implementation of the regional operational strategy, ensuring alignment with HI's overall objectives.
  • Standards and Expertise: Ensure adherence to HI's global frameworks and institutional standards.
  • Operational Implementation: Oversee project management, monitor performance, and act as HI's legal representative in Cuba. Engage with local and national authorities, negotiate partnerships, and enhance HI's external influence.
  • Emergency Preparedness and Response: Lead emergency preparedness initiatives and adapt team priorities during crises to ensure effective humanitarian responses.

Required Qualifications:
Candidates must possess a professional qualification or its international equivalent in relevant fields such as social sciences, politics, international relations, economics, or engineering. A minimum of 10 years of experience in operational roles is required, along with proven expertise in project design and management. Candidates should have a strong understanding of humanitarian principles, disability frameworks, and the ability to lead multicultural teams effectively. Diplomatic skills and ethical positioning are essential for negotiating and representing HI.

Educational Background:
A relevant degree in social sciences, international relations, economics, engineering, or a related field is required. Advanced degrees may be preferred, depending on the candidate's experience and the complexity of the role.

Experience:
The position requires at least 10 years of relevant operational experience, particularly in roles that involve project management and leadership in humanitarian or development contexts. Experience working in challenging environments, particularly in Latin America or similar geopolitical contexts, is highly advantageous.

Languages:
Fluency in written and spoken Spanish is mandatory. Proficiency in either French or English is also required, as these languages are essential for communication within the organization and with international stakeholders.

This is a full-time position with a 36-month international contract starting on June 1, 202
  • The role is unaccompanied, with specific benefits including a gross monthly salary starting at 2986€, a net monthly per diem of 811€, and 25 paid leave days per year. Additional benefits include medical coverage, repatriation insurance, and support for travel costs. For families, there are allowances for children and contributions to school fees. Housing will be provided by HI.
