Job Overview:
The consultancy position of Team Leader/Population Dynamics Expert for the UNFPA Mongolia 7th Country Programme Evaluation is designed to provide an independent assessment of the programme's relevance, coherence, effectiveness, efficiency, and sustainability. The consultant will lead the evaluation team, ensuring the quality and timely submission of all deliverables as outlined in the Terms of Reference (ToR). This role requires a strong technical background in population dynamics and data, as the Team Leader will assess the programme's contributions to national data systems and the integration of population dynamics into development planning. The consultant will also be responsible for methodological guidance, drafting reports, and presenting findings to stakeholders, including the Country Office and Evaluation Reference Group. The position is home-based with a requirement for one mission to Mongolia for data collection.

Duties and Responsibilities:
  • Evaluation Management: The consultant will hold overall responsibility for the design and implementation of the evaluation, coordinating the work of national team members and ensuring timely submission of all deliverables.
  • Technical Expertise: The consultant will assess the programme's contribution to strengthening national data systems, the use of disaggregated data for policy-making, and the integration of population dynamics into development planning.
  • Reporting: The consultant will lead the drafting of the Design Report and the Final Evaluation Report, as well as present findings at debriefing meetings with the Country Office and Evaluation Reference Group.
  • Communication: The consultant will maintain communication with the CPE manager and ensure that all evaluation deliverables meet the required quality standards.
  • Field Mission: The consultant will conduct a field mission to Mongolia for approximately 3 to 4 weeks to collect data in Ulaanbaatar and selected provinces, ensuring that all logistical arrangements are managed effectively.

Required Qualifications:
The ideal candidate for this position must possess a Master’s degree in public health, social sciences, demography, statistics, or a related field. Additionally, the candidate should have at least 10 years of experience in conducting evaluations in international development, with extensive experience leading complex evaluations commissioned by United Nations organizations or other international organizations and NGOs. The candidate should demonstrate substantive knowledge of housing census generation, population data for development, population dynamics, migration, and national statistics systems. Furthermore, the candidate must have in-depth knowledge of theory-based evaluation approaches and the ability to apply both qualitative and quantitative data collection methods while upholding high-quality standards for evaluation as defined by UNFPA and UNEG.

Educational Background:
A Master’s degree in public health, social sciences, demography, statistics, or a related field is required for this position. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to effectively assess and evaluate the UNFPA Mongolia 7th Country Programme.

Experience:
Candidates must have a minimum of 10 years of experience in conducting evaluations in international development. This experience should include extensive involvement in leading complex evaluations commissioned by United Nations organizations and/or other international organizations and NGOs. The candidate should also have experience working with multidisciplinary teams of experts and a strong understanding of the national development context of Mongolia.

Languages:
Fluency in English is mandatory, as all deliverables must be submitted in English. Proficiency in additional languages relevant to the region or the work of UNFPA may be considered an asset, but is not explicitly required for this position.

  • The consultant will work from home but will be required to undertake one mission to Mongolia for approximately 3 to 4 weeks during the field phase. All deliverables must be submitted electronically, and payments will be based on the approval of deliverables. The consultant will report to the CPE Manager and will receive a Daily Subsistence Allowance (DSA) and travel costs for the mission, which will be settled separately from the consultancy fees.
