Job Overview:
The Associate Task Manager will work under the overall supervision of the Chief of the International Waters Unit and the Portfolio Manager, receiving direct technical guidance and day-to-day supervision from the Task Managers. This role involves a variety of responsibilities including project design, submission, and management. The Associate Task Manager will be responsible for identifying and formulating new project concepts and proposals, ensuring they align with GEF objectives and UNEP’s program of work. The position also entails overseeing existing projects, managing legal agreements, and ensuring effective communication and coordination among project teams. The role requires a proactive approach to project cycle management, knowledge management, and logistical support, contributing to the overall success of UNEP's initiatives in environmental management and policy implementation.

Duties and Responsibilities:
The duties and responsibilities of the Associate Task Manager include:
  • Project Design and Submission (35%): Identify and formulate new project concepts and proposals in coordination with project partners and stakeholders, ensuring alignment with GEF objectives and UNEP’s program of work. Prepare complete PIF and CEO Endorsement Request packages for new projects, providing technical assistance and ensuring quality control prior to submission. Develop road maps for project preparation phases and assist consultants in preparing required documentation.
  • Project Cycle Management (50%): Provide oversight and management for existing projects, preparing legal agreements, monitoring project delivery, and holding regular meetings with execution teams. Review and clear quarterly and annual reports and plans, ensuring timely communication with relevant teams and addressing any issues.
  • Knowledge Management (5%): Assist in preparing project-based communication products, enhancing portfolio visibility, and ensuring regular updates to the UNEP website and IW:LEARN platform.
  • Logistical and Operational Support (5%): Collaborate with financial officers to prepare draft legal agreements and TORs for consultants.
  • Additional Tasks (5%): Support the IW Unit Chief and UNEP GEF IW teams in various strategic document formulations and other tasks as required.

Required Qualifications:
The position requires an advanced university degree (master’s or equivalent) in international development, environmental economics, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. Candidates must have at least 7 years of relevant professional experience in managing GEF projects related to International Waters or Chemicals and Waste. Familiarity with the UN System and a good understanding of freshwater and marine pollution issues are essential. Candidates should demonstrate project management and research skills, the ability to work in teams, and establish good working relationships with various partners. Initiative and the ability to work independently are also important, along with demonstrated computer literacy and good interpersonal and communication skills.

Educational Background:
Candidates must possess an advanced university degree (master’s or equivalent) in a relevant field such as international development or environmental economics. A first-level university degree may be accepted if combined with sufficient qualifying experience, specifically two additional years of relevant work experience.

Experience:
A minimum of 7 years of relevant professional experience is required, particularly in managing GEF projects that pertain to International Waters or Chemicals and Waste. Candidates should have a strong background in project management and a thorough understanding of GEF policies and project requirements.

Languages:
Fluency in oral and written English is mandatory, along with proficiency in French. Knowledge of Spanish is also required, as English and French are the working languages of the United Nations Secretariat.
