Job Overview: The consultant will be responsible for evaluating the current state of diploma recognition and validation of prior learning (VAE) for migrants in Mauritania. This includes assessing the legal framework, stakeholders, and existing mechanisms, as well as identifying challenges and opportunities related to this theme. The consultant will conduct consultations with key actors in vocational training, employment, and migrant support to explore the relevance of these issues. The project aims to improve access to information and socio-economic integration for young Mauritanians and migrants, addressing the critical issue of diploma recognition and VAE, which is essential for their professional insertion and mobility in the labor market.
Duties and Responsibilities: The consultant will perform the following tasks:
Conduct a documentary review of the legal and regulatory framework for diploma recognition and VAE for migrants in Mauritania, including international conventions.
Map key actors and existing mechanisms related to diploma recognition and VAE.
Facilitate six participatory workshops or focus groups with stakeholders, including members of the consultation monitoring committee, vocational training institutions, public employment services, migrant support organizations, community representatives, employers, and private sector representatives. Individual interviews may also be conducted to identify key challenges.
Prepare a synthesis report of the consultations with practical recommendations and a roadmap for operationalization. The consultant's activities will span a total duration not exceeding two months, including preparatory activities, the mission in Nouakchott, and report writing.
Required Qualifications: A higher university degree in Law, Economics, Management, Migration, International Relations, Social Sciences, or equivalent is required. The consultant should possess strong analytical, synthesis, and writing skills in French. Knowledge of the Mauritanian migration context is essential, and experience working with IOM is an advantage.

Experience: The consultant must have at least five (5) years of professional experience, with a deep understanding of the Mauritanian migration context. Previous experience with IOM or similar organizations will be considered an asset, as it indicates familiarity with the organization's operations and objectives.
Languages: Fluency in French, both spoken and written, is mandatory. Knowledge of Arabic is desirable. Proficiency in these languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The mission will require field travel within Mauritania. Any offer made to the candidate is subject to funding confirmation. Appointment will be contingent upon certification of medical fitness, verification of residency, visa, and necessary government authorizations. IOM provides coverage against occupational accidents and illnesses under the Compensation Plan (CP) at no cost to the consultant, but does not provide evacuation or medical insurance for non-occupational reasons. Consultants are responsible for their own medical insurance for non-occupational accidents or illnesses and must provide proof of coverage before starting work. IOM has a zero-tolerance policy regarding conduct incompatible with the aims and objectives of the United Nations and IOM, including sexual exploitation and abuse, harassment, and discrimination.
