Job Overview:
The Budget and Programming Officer SC8 position is crucial for supporting the delivery of budget and resource analysis and programming activities within WFP. The officer will collaborate closely with managers to apply best practices for the efficient, effective, and compliant utilization of funds. This role involves monitoring WFP’s corporate systems to ensure that all budget-supporting documents are accurate and aligned with recommendations. The officer will lead and coordinate the preparation of the Country Strategic Plan (CSP) budget, revisions, and implementation plans, ensuring that all activities are executed in a timely manner. The position requires participation in closure activities for CSPs and Regional Bureau Plans (RBPs), working with spending units to highlight and close open commitments. The officer will also be responsible for collating commodity pipeline requirements and preparing monthly pipeline reports, supporting the Country Office (CO) team in monitoring the resource pipeline. This role is essential for ensuring that funds are programmed and utilized according to operational priorities and donor conditions, and it involves proposing recommendations and corrective actions to facilitate accurate reporting. The officer will also contribute to the development and improvement of systems and processes for better monitoring and reporting on WFP budgets and resources.

Duties and Responsibilities:
The duties and responsibilities of the Budget and Programming Officer include:
  • Monitoring WFP’s corporate systems to ensure accuracy and compliance of budget-supporting documents.
  • Leading and coordinating the preparation of the CSP budget, budget revisions, and implementation plans.
  • Participating in closure activities for CSPs and RBPs, collaborating with spending units to close open commitments.
  • Collating commodity pipeline requirements and preparing Advance Financing requests in collaboration with operational stakeholders.
  • Preparing monthly pipeline reports and assisting the CO team in resource pipeline monitoring.
  • Checking the accuracy and timely programming of funds based on operational priorities and donor conditions, proposing recommendations for corrective actions.
  • Monitoring contribution balances and identifying unspent funds, coordinating with relevant units to develop spending plans.
  • Performing and documenting fund sub-allotments according to procedures and guidelines.
  • Leading the preparations for the CO Resource Management Committee (RMC) and ensuring timely engagement. 1
  • Collecting inputs and generating reports for informed decision-making and consistency of information for senior management and external stakeholders. 1
  • Contributing to the development of systems, techniques, tools, and processes for better budget management and reporting. 1
  • Participating in internal meetings and committees to provide budget and resource programming insights. 1
  • Performing other relevant duties as required.

Required Qualifications:
The required qualifications for the Budget and Programming Officer position include:
  • An advanced university degree in Business Administration, Statistics, Finance, Economics, or a related field.
  • Additional professional training in project management, statistical analysis, or operational planning and management is desirable.
  • Experience in performing basic analytics and presenting information tailored to various audiences.
  • Some experience in preparing, managing, and reporting on operational budgets, with a willingness to enhance skills in this area.
  • Experience working with large datasets and the ability to extract and present information in an easily interpretable manner.
  • Adequate analytical skills, resourcefulness, and initiative in devising solutions to operational issues.
  • A good understanding of information and financial systems that support operational implementation.
  • Familiarity with operational planning and business processes, rules, and procedures, applying them consistently in program interventions.
  • Ability to meet tight deadlines and work collaboratively in a diverse team environment.

Educational Background:
Candidates must possess an advanced university degree in fields such as Business Administration, Statistics, Finance, Economics, or other relevant disciplines. Additional professional training in project management, statistical analysis, or operational planning and management is considered an asset, enhancing the candidate's qualifications for the role.

Experience:
The position requires candidates to have some experience in budget management and reporting, as well as familiarity with operational analytics. Candidates should have experience working with large datasets and be able to present information effectively. A background in preparing and managing operational budgets is essential, along with a willingness to strengthen skills in this area. Languages:
