Job Overview: The Organizational Development Consultant will play a crucial role in supporting the Department of Information and Communications Technology (DICT) in the Philippines, particularly in the implementation of the Free Wi-Fi for All Program. This initiative aims to provide inclusive and sustainable internet connectivity to public places and marginalized communities across the nation. The consultant will be responsible for formalizing a Program Roadmap and a standardized Manual of Operations (MOP) for the DICT Free Wi-Fi Project Management Office (PMO) and its Regional Offices. This role involves conducting training workshops, engaging stakeholders, and facilitating discussions to define and document the strategic direction, operating procedures, and governance arrangements of the program. The consultant's work will contribute to the long-term sustainability of the project and enhance its effectiveness in achieving national digital inclusion and sustainable development goals (SDGs).
Duties and Responsibilities: The consultant will be tasked with several key responsibilities, including:
Conducting a comprehensive assessment of the current operational framework of the DICT Free Wi-Fi Project.
Collaborating with stakeholders to gather insights and feedback on the existing processes and identifying gaps.
Developing a detailed Program Roadmap that outlines the strategic direction and implementation plan for the Free Wi-Fi for All Program.
Creating a standardized Manual of Operations (MOP) that provides clear guidelines and procedures for the project management office and regional offices.
Facilitating training workshops to engage stakeholders and ensure their active participation in the development of the roadmap and MOP.
Documenting all findings, recommendations, and developed materials for future reference.
Ensuring that the project aligns with national digital inclusion strategies and SDG objectives.
Providing ongoing support and guidance to DICT in the implementation of the roadmap and MOP.
Required Qualifications: Candidates must possess a strong background in organizational development, project management, or a related field. They should have proven experience in developing strategic frameworks and operational guidelines for large-scale programs. Familiarity with digital inclusion initiatives and public sector projects is highly desirable. Additionally, candidates should demonstrate excellent facilitation and communication skills, with the ability to engage diverse stakeholders effectively. Strong analytical and problem-solving abilities are essential, along with a commitment to promoting equity and inclusion in all aspects of their work.
Educational Background: A minimum of a Master's degree in Organizational Development, Public Administration, Project Management, or a related field is required. Candidates with additional certifications in project management or organizational development methodologies will be considered favorably. A strong academic background that demonstrates knowledge of digital technologies and their application in public service will be an advantage.
Experience: The ideal candidate should have at least 5 years of relevant professional experience in organizational development, project management, or consulting roles. Experience working with government agencies or international organizations, particularly in the context of digital inclusion or public service delivery, is highly preferred. Proven track record of successfully leading similar projects and engaging with stakeholders at various levels is essential.
Languages: Fluency in English is mandatory, as all documentation and communication will be conducted in English. Proficiency in Filipino or other local languages is considered an asset, as it may enhance engagement with local stakeholders and communities.
Additional Notes: This position is for an individual contractor role with a contract duration of 30 days spread over three months. The consultant will be expected to work flexibly, coordinating with the DICT and UNDP teams to meet project milestones.
