Job Overview:
The position of Oficial de Alianzas is crucial for the World Food Programme's operations in Colombia, particularly in supporting the National Government through the Country Strategic Plan (CSP). The role involves managing and coordinating internal and external resources mobilization efforts with national and territorial governments, the private sector, academia, and other partners. The Oficial de Alianzas will be responsible for developing strategic alliances that align with WFP's objectives, particularly those related to achieving Sustainable Development Goals (SDGs) such as Zero Hunger and partnerships. The position requires a proactive approach to fostering relationships with key stakeholders and ensuring that WFP's operations are aligned with national priorities. The successful candidate will also be expected to provide strategic advice to the team on resource mobilization strategies and contribute to the overall mission of WFP in Colombia.

Duties and Responsibilities:
The Oficial de Alianzas will have a range of responsibilities, including:
  • Providing strategic advice to the alliances team for the design of resource mobilization strategies in Colombia, ensuring alignment with WFP's interests and country office priorities.
  • Offering specialized technical advice in the preparation of technical and financial proposals for projects aimed at national and territorial governments, the private sector, and other partners, in accordance with the CSP and WFP's resource mobilization strategy.
  • Developing cooperation and funding intelligence by identifying resource opportunities from territorial governments and potential donors or strategic partners.
  • Maintaining ongoing communication with the strategic alliances team and acting as a focal point for relationships with national and territorial government institutions and other key actors.
  • Advising and actively participating in the planning, implementation, and coordination of activities outlined in the action plan of the Strategic Alliances Unit.
  • Implementing monitoring mechanisms for WFP's alliances with external actors, ensuring compliance with agreements and proper project implementation.
  • Facilitating communication and knowledge exchange with internal and external personnel to ensure effective collaboration and project follow-up.
  • Coordinating and organizing field missions with partners as required, ensuring the visibility of WFP's work.
  • Serving as a contact point for resolving inquiries and operational issues within the technical scope of responsibility. 1
  • Keeping updated information on key organizational partners and supporting operational and management activities required by the Strategic Alliances Unit or WFP management team. 1
  • Assisting in the drafting and review of legal instruments (agreements, MOUs, letters of intent, etc.) with national and territorial government partners, ensuring alignment with institutional guidelines. 1
  • Performing other relevant duties as required.

Required Qualifications:
The minimum required qualifications for the position include:
  • Completion of secondary education. A professional degree in Political Science, Social Sciences, or Economics is desirable, along with specialization or master's studies in related fields such as public management, public policy, governance, or international cooperation.
  • A minimum of eight (8) years of professional experience, including at least six (6) years in coordination and/or advisory roles for the design, implementation, and support of social projects with public, private, or international cooperation sectors.
  • At least two (2) years of experience in managing strategic alliances for resource mobilization.
  • Experience in institutional relations, strategic alliances, or cooperation is desirable.
  • Strong writing skills for document preparation.
  • Proficiency in computer use and office software (Word, Excel, PowerPoint, etc.).

Educational Background:
Candidates should have completed their secondary education, with a preference for those holding a professional degree in fields such as Political Science, Social Sciences, or Economics. Additional qualifications such as a specialization or master's degree in relevant areas like public management, public policy, governance, or international cooperation will be considered an asset.

Experience:
The position requires a significant level of experience, specifically a minimum of eight (8) years in relevant professional roles. This includes at least six (6) years in coordination and advisory capacities related to social project design and implementation, as well as two (2) years focused on managing strategic alliances for resource mobilization. Candidates should also have experience in institutional relations and cooperation, demonstrating a strong ability to navigate complex stakeholder environments.

Languages:
The mandatory language requirement for this position is proficiency in oral and written Spanish. Knowledge of additional languages may be considered an advantage, particularly if they are relevant to the operational context of WFP in Colombia.

The contract type for this position is a Service Contract, with a duration of six months, subject to extension based on performance and availability of funds. The remuneration level is classified as SC
