Job Overview: The Sustainable Mobility Consultant will support the Sustainable Mobility Unit in delivering a range of activities aimed at promoting sustainable and low-emission transport in low and middle-income countries. The consultant will work under the direct supervision of the Programme Management Office for Active Mobility, Digitalisation & Integration. Key responsibilities include developing Terms of Reference and work plans for thematic working groups, creating a comprehensive 5-year calendar for workshops and trainings, compiling existing knowledge products for the E-Mobility Toolbox, and providing technical assistance for national sustainable mobility projects. The consultant will also engage with stakeholders to ensure the successful implementation of the Global E-mobility Project and contribute to the development of a digital platform for the Pan-African Action Plan for Active Mobility.
Duties and Responsibilities: The consultant will be responsible for a variety of tasks, including: 1) Developing the Terms of Reference and Workplan for a Thematic Working Group on Active Mobility, Digitalisation & Integration, ensuring alignment with the Global E-mobility Project's goals. 2) Creating a detailed 5-year calendar for the working group, including scheduling virtual meetings and workshops. 3) Compiling relevant knowledge products for the E-Mobility Toolbox. 4) Coordinating the establishment of the working group, including organizing virtual meetings and writing reports. 5) Developing a technical report on mode integration and presenting it through webinars. 6) Providing technical assistance for national sustainable mobility projects in at least three countries, including drafting concept notes and workplans. 7) Designing a specification for the PAAPAM Web and Data Hub, focusing on content and functionality. 8) Developing a partnership mapping and multi-stakeholder engagement strategy for PAAPAM, including stakeholder identification and communication materials.
Required Qualifications: Candidates must possess an advanced university degree (master’s or equivalent) in transport, urban development, or related fields. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A minimum of 2 years of experience in sustainable or urban mobility, including electric mobility and active mobility, is required. Experience working with UN agencies and national and city governments in Africa is essential. Candidates should demonstrate proven experience in stakeholder engagement, excellent communication skills, and research and data collection.
Educational Background: An advanced university degree (master’s or equivalent) in transport, urban development, or related fields is required for this position. A first-level university degree may be accepted in lieu of the advanced degree if accompanied by additional qualifying experience. The educational background should align with the responsibilities of promoting sustainable mobility and urban development.
Experience: The position requires at least 2 years of relevant experience in sustainable or urban mobility, with a focus on electric mobility and active mobility. Candidates should have experience working with UN agencies and a proven track record of collaboration with national and city governments in Africa. Familiarity with the Pan African Action Plan for Active Mobility is also necessary, along with experience in stakeholder engagement and consultation.
Languages: Fluency in oral and written English is required for this position. Knowledge of French is also beneficial, as both languages are official within the United Nations Secretariat. Proficiency in these languages will facilitate effective communication and collaboration with diverse stakeholders.
Additional Notes: The expected duration of the consultancy is 9 months, and the position is based in Nairobi, Kenya. The consultant will work closely with the UNEP Sustainable Mobility Unit and other stakeholders to achieve the outlined objectives.
