Job Overview:
The Consultant for the Pathways Pool Framework Audit will play a crucial role in evaluating the effectiveness, fairness, transparency, and integrity of the Pathways Pool Assessment framework. This position is essential for ensuring that the assessment processes used by IOM are consistent and reliable, particularly in light of recent findings that indicated inconsistencies across different assessment modalities. The consultant will be responsible for conducting an independent audit that will inform future investments in assessment services and may lead to adjustments in methodology, governance, or vendor arrangements. The role requires a strong analytical background and the ability to provide evidence-based recommendations that align with IOM’s People Strategy. The consultant will work under the supervision of the Chief of the Integrated Talent Management Unit and the Senior Human Resources Officer, contributing to the Department of Human Resources Management.

Duties and Responsibilities:
The consultant will be tasked with several key deliverables throughout the consultancy period. The first deliverable involves an inception phase where the consultant will meet with the Department of Human Resources Management (DHR) to confirm the audit framework, validate the scope, and establish a detailed work plan along with data requirements. This phase is expected to be completed within the first five working days. The second deliverable will focus on analytical findings, requiring the consultant to conduct a quantitative and qualitative analysis of assessment outcomes across various Pathways Pool cycles, review scoring consistency, and perform a bias and equity analysis using available disaggregated data. The third deliverable is the draft audit report, which will consolidate findings across governance, methodology, data, stakeholder experience, and financial efficiency, along with preliminary recommendations for improvement. Finally, the consultant will produce a final audit package that incorporates feedback from DHR, includes a financial comparison of assessment modalities, and presents findings and recommendations to senior management. The consultant is expected to deliver all outputs within specified timeframes, demonstrating analytical rigor and clarity in their findings.

Required Qualifications:
Candidates must possess strong quantitative and qualitative analytical skills, including experience with bias and equity analysis. Familiarity with the UN Common System or international organizations is considered a strong asset. Additionally, candidates should have a proven ability to produce senior-level analytical reports and presentations. The role requires a high level of professionalism and the ability to work independently while maintaining objectivity and methodological soundness in the audit process.

Educational Background:
An advanced university degree in Human Resources Management, Organizational Psychology, Public Administration, Statistics, or a related field is required for this position. This educational background is essential for understanding the complexities of assessment design and evaluation within the context of organizational diagnostics and human resources management.

Experience:
Candidates should have at least 10 years of professional experience in assessment design, talent selection, HR audits, or organizational diagnostics. Demonstrated experience in auditing or evaluating assessment centers or large-scale selection systems is crucial for this role, as it ensures that the consultant has the necessary expertise to conduct a thorough and effective audit of the Pathways Pool Assessment framework.

Languages:
Fluency in English is required for this position, both oral and written. Additionally, working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. The proficiency of the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the language requirements effectively.

  • The consultant will work remotely, with no travel required unless otherwise agreed. It is important to note that any offer made to the candidate is subject to funding confirmation. IOM provides coverage against occupational accidents and illnesses under the Compensation Plan for the duration of the consultancy, but does not provide evacuation or medical insurance for non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance and must provide proof of coverage before commencing work. IOM maintains a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the United Nations and IOM, including various forms of discrimination and misconduct.
