Job Overview:
The Consultant for Monitoring and Mentoring will play a crucial role in the implementation of the IOM's project in Uzbekistan, which focuses on promoting regular migration pathways and preventing irregular migration to Sweden and the EU. This position involves providing hands-on mentoring, training, and technical support to grantees who are beneficiaries of targeted grant schemes and start-up support programs. The Consultant will be responsible for ensuring that these programs are designed and implemented effectively, meeting the needs of beneficiaries while adhering to donor requirements and accountability standards. The role requires a proactive approach to mentoring and monitoring, with a focus on enhancing the capacity of grantees to manage their projects successfully. The Consultant will also be expected to track progress, identify challenges, and propose solutions to improve performance and sustainability of the initiatives.

Duties and Responsibilities:
The Consultant will have a comprehensive set of duties and responsibilities, including but not limited to: providing tailored mentoring and technical guidance to grantees on grant implementation, financial management, procurement, and record-keeping; supporting the design and operationalization of targeted grant schemes and start-up support programs; assisting grantees in developing realistic work plans, budgets, and implementation schedules; refining grant guidelines and eligibility criteria in line with donor requirements; delivering coaching sessions to address capacity gaps; tracking progress against work plans and budgets; ensuring compliance with contractual obligations and reporting deadlines; acting as a liaison between grantees and the project team; facilitating communication related to grant management; participating in coordination meetings; identifying common challenges and proposing corrective actions; and providing recommendations to enhance the sustainability and impact of supported initiatives.

Required Qualifications:
Candidates must possess a minimum of 5 years of relevant experience in mentoring, coaching, or providing technical support to entrepreneurs, start-ups, or grant beneficiaries. Demonstrated experience in monitoring and evaluating grant-funded projects is essential, including the ability to report on financial and narrative progress. Experience working with diverse beneficiaries, particularly returnee migrants or vulnerable populations, is highly desirable. Familiarity with IOM’s visibility guidelines is preferred. The Consultant should also have the ability to work independently, manage multiple tasks, and meet deadlines effectively.

Educational Background:
A relevant educational background is required, typically including a degree in social sciences, international development, business administration, or a related field. Advanced degrees or specialized training in project management, migration studies, or related areas may be advantageous.

Experience:
The position requires a minimum of 5 years of relevant experience, particularly in mentoring and providing technical support to grant beneficiaries or start-ups. Experience in monitoring and evaluating projects, especially those funded by grants, is crucial. Familiarity with the challenges faced by returnee migrants or vulnerable populations will be beneficial.

Languages:
Fluency in Uzbek and Russian is mandatory, as these are the primary languages of communication with the grantees. Proficiency in English is also required, as it is one of IOM's official languages. Knowledge of French or Spanish would be considered an asset, but is not mandatory.

Additional Notes:
The consultancy is expected to be full-time, with specific deliverables and timelines outlined for the Consultant's work. The appointment is subject to funding confirmation and the candidate's medical fitness for appointment. IOM provides coverage against occupational accidents and illnesses but does not offer evacuation or medical insurance for non-occupational issues.
