Job Overview:
The Finance Assistant (FA) plays a crucial role in supporting the financial operations of the Dadaab Area Office. This position is responsible for ensuring that all financial activities are conducted in compliance with the DRC Operations Handbook and donor policies. The FA will work under the guidance of the Finance Officer to maintain efficient financial operations, manage cash flow, and prepare financial reports. The role requires a proactive approach to financial management, ensuring that all transactions are accurately recorded and that financial documentation is maintained according to donor requirements. The FA will also assist in preparing for audits and ensuring that all financial records are properly backed up and filed.

Duties and Responsibilities:
The Finance Assistant will be responsible for implementing financial policies and procedures, establishing cash requirements, and maintaining adequate cash levels. Key responsibilities include conducting monthly cash counts, assisting with month-end reconciliations, preparing financial reports for donors, and ensuring that all project expenditures are supported by proper documentation. The FA will process approved payments, prepare tax schedules, and support the Finance Officer and Project Managers in audit preparations. Additionally, the FA will reconcile accounts payable and receivable, process staff expense claims, and ensure that all processed payments are stamped 'paid' with official receipts issued for funds received. The role also involves informing the Finance Officer and Area Manager of any financial issues that may impact project execution.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Economics, Accounting, Finance, or Business Administration, or have relevant work experience that compensates for the lack of a degree. A recognized accounting qualification such as CPA II or ACCA II is required. The ideal candidate should have at least 2 years of experience in financial management or administration within an NGO, with a strong understanding of donor compliance and experience in donor reporting. Familiarity with an Enterprise Resource Planning (ERP) system is essential, along with strong analytical skills and proficiency in financial information analysis. Excellent communication and interpersonal skills, as well as a high degree of computer literacy, particularly in Excel, are also required.

Educational Background:
The position requires a Bachelor’s degree in a relevant field such as Economics, Accounting, Finance, or Business Administration. Additionally, candidates should have a recognized accounting qualification, such as CPA II or ACCA II, which demonstrates their competency in financial principles and practices. This educational background is essential for understanding the complexities of financial management within the context of humanitarian operations.

Experience:
The Finance Assistant should have a minimum of 2 years of experience in financial management or administration, specifically within the non-governmental organization (NGO) sector. This experience should include familiarity with donor compliance and reporting, as well as practical knowledge of financial processes and systems. Candidates with experience in analyzing financial information and working with ERP systems will be preferred, as these skills are critical for the effective execution of the role.

Languages:
Fluency in written and spoken English is mandatory for this position, as it is essential for communication with donors and internal stakeholders. Additionally, fluency in Swahili is required, given the local context of the Dadaab area. Knowledge of one of the local languages is considered an advantage, as it can enhance communication with community members and local authorities.

Additional Notes:
The position is offered on an 11-month contract basis, with the possibility of extension depending on funding and performance. The salary and conditions will align with the Danish Refugee Council's terms of employment for national staff. This role is categorized under Employment Category Band I2, and the Finance Assistant will report directly to the Team Leader - Finance and Admin.
