Job Overview:
The Finance Team Leader position is a critical role within the DRC office in Kharkiv, where the individual will oversee the finance department's daily operations. Reporting to the Support Service Manager, the Finance Team Leader will be responsible for managing junior finance staff, ensuring that tasks are effectively assigned and completed in a timely manner. This role requires a strong understanding of financial management, budgeting, and accounting practices, as well as the ability to lead a team and foster a collaborative work environment. The Finance Team Leader will play a key role in budget monitoring, cash forecasting, and ensuring compliance with both internal guidelines and Ukrainian legislation. The position also involves preparing analytical reports and participating in audits, making it essential for the candidate to possess strong analytical and decision-making skills.

Duties and Responsibilities:
The Finance Team Leader will have a comprehensive set of duties and responsibilities, including:
  • People Management: Leading and managing the finance department, overseeing daily operations, and ensuring effective workload distribution among team members.
  • Human Resource Management: Responsible for staff wellbeing, development, and efficiency within the finance team.
  • Budget Monitoring: Reviewing budget expenditures, consolidating information for forecast preparation, and ensuring alignment with budget lines.
  • Cash Forecasting: Assessing operational needs and consolidating forecasts for the Country Office.
  • Cost Allocation: Allocating shared costs based on reported expenses and verifying compliance with supporting documents.
  • Document Review: Checking expenditures for budget alignment and correcting discrepancies as necessary.
  • Accounting Compliance: Verifying accounting records for adherence to internal guidelines and Ukrainian legislation, reviewing and approving journals before posting.
  • Month-End Accounting: Ensuring timely completion of month-end accounting tasks, including cash counts and bank reconciliations.
  • Purchase Requisitions: Reviewing PRs and RfPs to ensure proper financial management. 1
  • Audit Assistance: Supporting audits for each project and participating in operational harmonization between regional and base offices. 1
  • Financial Reporting: Providing financial support to the Base Office and preparing reports as requested by management.

Required Qualifications:
To qualify for the Finance Team Leader position, candidates must possess the following qualifications:
  • Proven experience in finance for a minimum of 3 years, demonstrating a successful track record in financial management.
  • Strong analytical skills with the ability to prepare detailed reports and presentations.
  • Problem-solving abilities to address non-standard tasks and make informed decisions.
  • Excellent communication skills, enabling effective collaboration with team members and stakeholders.
  • High accuracy in document processing and financial reporting.
  • Negotiation skills to facilitate discussions and agreements.
  • Financial literacy to understand and manage financial data effectively.
  • Proficiency in English at an Upper-Intermediate or Advanced level, including speaking, reading, and writing.
  • Proficiency in written and spoken Ukrainian is also required.

Educational Background:
Candidates must hold a university degree in Finance, Accounting, Management, Commerce, or Business Administration. This educational background is essential for understanding the complexities of financial management and accounting practices necessary for the role.

Experience:
The position requires candidates to have a minimum of 3 years of relevant experience in finance, particularly in roles that involve budgeting, financial reporting, and team management. Experience working in international non-governmental organizations (INGOs) is desirable but not mandatory.

Languages:
The mandatory language requirements for this position include proficiency in English at an Upper-Intermediate or Advanced level, as well as proficiency in written and spoken Ukrainian. These language skills are crucial for effective communication within the organization and with external stakeholders.

Additional Notes:
The Finance Team Leader position is structured with a contract length that includes a 3-month probation period followed by a 12-month renewable contract based on performance and funding availability. The position is classified under Band G-Management, and the designated duty station is Kharkiv. The expected start date for this role is February 202
