Job Overview:
The position of Procurement Process IC - Individual Contractor involves contributing to the Building Cameroon Pathfinder Impact and Investment Cases (PIICs) initiative. This role is crucial in supporting the procurement process for the UNDP in Cameroon, ensuring that all procurement activities are conducted in accordance with UNDP policies and procedures. The individual contractor will be expected to engage in various procurement activities, including but not limited to the preparation of procurement documents, conducting market research, and facilitating the bidding process. The contractor will also be responsible for ensuring compliance with procurement regulations and providing support to the procurement team in managing supplier relationships. This position requires a proactive approach to problem-solving and the ability to work collaboratively with various stakeholders to achieve project objectives.

Duties and Responsibilities:
The duties and responsibilities for this position include:
  • Preparing and managing procurement documents, including requests for proposals (RFPs), invitations to bid (ITBs), and contracts.
  • Conducting market research to identify potential suppliers and assess market conditions.
  • Facilitating the bidding process by coordinating with suppliers and ensuring timely submission of bids.
  • Evaluating bids and proposals in accordance with established criteria and providing recommendations for contract awards.
  • Ensuring compliance with UNDP procurement policies and procedures throughout the procurement process.
  • Maintaining accurate records of procurement activities and supplier performance.
  • Providing support to the procurement team in managing supplier relationships and addressing any issues that may arise.
  • Assisting in the development of procurement strategies and plans to meet project objectives.
  • Collaborating with other departments and stakeholders to ensure alignment of procurement activities with project goals.

Required Qualifications:
Candidates must possess strong analytical and organizational skills, with a keen attention to detail. Proficiency in procurement processes and regulations is essential, along with the ability to work effectively under pressure and meet tight deadlines. Strong communication skills, both written and verbal, are required to interact with suppliers and stakeholders. Candidates should also demonstrate a commitment to ethical procurement practices and a thorough understanding of the UNDP's mission and values. Familiarity with procurement software and tools is an advantage, as is experience in international procurement.

Educational Background:
A bachelor's degree in business administration, procurement, supply chain management, or a related field is required. A master's degree or professional certification in procurement or supply chain management is preferred and may enhance a candidate's qualifications for the position.

Experience:
Candidates should have a minimum of 3-5 years of relevant experience in procurement or supply chain management, preferably within an international organization or development context. Experience working with UNDP or similar organizations is highly desirable. Demonstrated experience in managing procurement processes, including contract negotiation and supplier management, is essential.

Languages:
Fluency in English is mandatory, while proficiency in French is highly desirable given the bilingual nature of Cameroon. Knowledge of additional languages may be considered an asset, particularly if they are relevant to the local context.
