Job Posting Organization:
The position is located within the Automated System for Customs Data (ASYCUDA) Programme, which is part of the Division on Technology and Logistics (DTL) of the United Nations Conference on Trade and Development (UNCTAD). The organization focuses on enhancing the efficiency and effectiveness of customs operations through automation and the implementation of Single Window systems. UNCTAD aims to promote the development-friendly integration of developing countries into the world economy. Job Overview:
The Programme Management Officer (Customs) plays a crucial role in supporting the National Customs Services (NCS) and National Project Teams (NPT) in the implementation of customs automation projects. This position involves providing substantive assistance and functional support, ensuring that customs procedures are modernized and aligned with international standards. The officer will engage in the development, implementation, and evaluation of various projects, monitor progress, and analyze customs-related legislation and procedures. The role requires a proactive approach to problem-solving, effective communication with stakeholders, and the ability to conduct independent research and analysis. The officer will also be responsible for preparing various written outputs, conducting training workshops, and participating in field missions to provide guidance and support to external consultants and government officials.

Duties and Responsibilities:
The duties and responsibilities of the Programme Management Officer (Customs) include:
  • Participating in the development, implementation, and evaluation of UNCTAD/ASYCUDA and Single Window projects, monitoring and analyzing their progress.
  • Conducting consulting assignments, facilitating workshops, and assisting clients in developing action plans for change management.
  • Analyzing customs-related legislation and procedures to support automation and Single Window implementation.
  • Researching and presenting information from diverse sources to inform policy development and project implementation.
  • Assisting NCSs in preparing functional specifications for additional functionalities in customs systems.
  • Providing advice on the integration of ASYCUDA national extensions and e-documents into operational environments.
  • Designing data collection tools and conducting surveys to gather relevant information.
  • Preparing written outputs such as background papers, reports, and publications.
  • Supporting consultative meetings and conferences by preparing documents and presentations. 1
  • Conducting outreach activities and training workshops to enhance stakeholder engagement. 1
  • Participating in field missions and providing guidance to external consultants and government officials. 1
  • Coordinating budget and funding activities related to project preparation and reporting. 1
  • Performing other duties as required.

Required Qualifications:
Candidates must possess a strong understanding of project or programme management, particularly in the context of customs and trade. They should demonstrate professionalism, analytical skills, and the ability to work collaboratively with diverse teams. The role requires excellent communication skills, both written and verbal, and the ability to tailor messages to different audiences. Candidates should also exhibit a client-oriented approach, ensuring that the needs of stakeholders are met effectively. The ability to manage conflicting priorities and work under pressure is essential, as is a commitment to gender equality and inclusivity in all areas of work.

Educational Background:
An advanced university degree (master’s degree or equivalent) in business administration, management, economics, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational background is crucial for understanding the complexities of customs operations and trade facilitation.

Experience:
A minimum of five years of progressively responsible experience in project or programme management, administration, or a related area is required. This experience should include a focus on the digitalization of customs procedures. Experience in organizing and delivering functional training courses within governmental organizations is desirable, as is experience working in an international environment, such as the United Nations.

Languages:
English is the required working language for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. Arabic is considered a desirable language, with a minimum proficiency level of UN Level I. Proficiency in French is also beneficial, as it is one of the working languages of the United Nations Secretariat.

Additional Notes:
This position is temporarily available for six months. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. The position may be limited to candidates based at the duty station, and eligibility may be restricted to internal candidates.
