Job Overview:
The Movement Operations Associate (Field Support, Airport) position is a critical role within the United States Refugee Admissions Program (USRAP), which aims to provide resettlement opportunities for refugees. The associate will be stationed at the airport in Atlanta, Georgia, where they will be responsible for facilitating the arrival of refugees and migrants, ensuring their safe and dignified transition through immigration and customs procedures. This role involves direct interaction with beneficiaries, assisting them with travel documentation, and coordinating transportation to their final destinations. The associate will work closely with various stakeholders, including airlines and customs officials, to resolve any issues that may arise during the arrival process. The position requires a strong understanding of movement workflows and the ability to lead and guide junior staff members in providing effective support to arriving individuals.

Duties and Responsibilities:
The duties and responsibilities of the Movement Operations Associate include:
  • Undertaking field support activities at the airport, including meeting and assisting beneficiaries upon arrival, organizing transit and ground transportation, and completing necessary administrative tasks.
  • Providing custodial care of travel documentation and verifying identities and documentation.
  • Assisting beneficiaries with airport formalities, including check-in, luggage handling, immigration procedures, and customs clearance.
  • Communicating with airlines, Customs and Border Protection (CBP), and other vendors to resolve issues as they arise.
  • Preparing and completing required paperwork related to domestic transportation and post-arrival formalities.
  • Accompanying medical cases requiring immediate assistance to the hospital and ensuring all necessary documentation is completed.
  • Providing assistance at hotels for individuals in transit, particularly vulnerable populations.
  • Offering interpretation assistance for arriving migrants during immigration and customs procedures.
  • Supporting training for new team members and preparing incident reports as needed. 1
  • Maintaining confidentiality and integrity of all USRAP-related information and alerting management of any non-compliance with SOPs or codes of conduct.

Required Qualifications:
Candidates must possess a university degree in a related field from an accredited institution with three years of relevant work experience, or completed secondary education with five years of relevant working experience. Operational experience at a U.S. Port of Entry (POE) is required, along with a strong understanding of movement workflows and direct coordination with CBP. Demonstrated knowledge of airline processes and CBP procedures relevant to the arrival and onward movement of IOM-assisted beneficiaries is essential. Prior experience in movement operations, transportation-related roles, and management is strongly preferred, as well as experience in programs with a movement operations component, particularly in resettlement programs. Candidates should also have experience guiding and leading junior staff members and communicating effectively with beneficiaries.

Educational Background:
The educational background required for this position includes a university degree in a related field from an accredited academic institution. Alternatively, candidates may qualify with completed secondary education accompanied by five years of relevant working experience. This educational foundation is essential for understanding the complexities of migration operations and the specific requirements of the role.

Experience:
The position requires operational experience at a U.S. Port of Entry (POE), with a strong understanding of movement workflows and direct coordination with Customs and Border Protection (CBP). Candidates should have demonstrated knowledge of airline processes and CBP procedures relevant to the arrival and onward movement of IOM-assisted beneficiaries. Experience in movement operations, transportation-related roles, and management is strongly preferred, along with experience in programs that include a movement operations component, particularly in resettlement programs. Additionally, candidates should have experience guiding and leading junior staff members and communicating effectively with beneficiaries.

Languages:
Fluency in English is required for this position, both oral and written. Knowledge of additional languages, particularly French and Spanish, is considered an asset but is not mandatory. The ability to communicate effectively with beneficiaries in their preferred language can enhance the support provided during their arrival process.

Additional Notes:
This position is a Special Short Term contract with an initial duration of 6 months. The role is based in Atlanta, Georgia, and candidates must meet the badging and security" style="border-bottom: 1px dotted #007bff !important;">security-clearance" style="border-bottom: 1px dotted #007bff !important;">security clearance requirements at the respective Port of Entry, which includes a background check and fingerprinting as per airport authority regulations. Candidates must reside in the U.S., with preference given to those who meet local or state residency requirements applicable for badging at the POE. The position entails physical duties, including standing, walking, bending, lifting, pushing, and pulling, and candidates must possess the physical capability to fulfill these tasks effectively and safely.
