Job Overview:
This position involves the recruitment of two individual consultants who will be responsible for conducting an outcome assessment of the Recovery Phase interventions in Cameroon. The consultants will be tasked with evaluating the effectiveness and impact of recovery efforts in the North West and South West regions of the country. The assessment aims to provide insights into the outcomes of the interventions, identify lessons learned, and recommend improvements for future initiatives. The consultants will work closely with UNDP and other stakeholders to gather data, analyze findings, and present their conclusions in a comprehensive report. This role requires a deep understanding of recovery processes, strong analytical skills, and the ability to communicate findings effectively to various audiences.

Duties and Responsibilities:
The individual consultants will have several key responsibilities, including but not limited to:
  • Designing the outcome assessment framework and methodology tailored to the specific context of the Recovery Phase interventions.
  • Conducting field visits to the North West and South West regions to collect qualitative and quantitative data through interviews, surveys, and focus group discussions.
  • Collaborating with local stakeholders, including government agencies, community organizations, and beneficiaries, to gather insights and perspectives on the recovery efforts.
  • Analyzing the collected data to assess the effectiveness, efficiency, and sustainability of the interventions.
  • Preparing a detailed report that outlines the findings of the assessment, including successes, challenges, and recommendations for future actions.
  • Presenting the assessment results to UNDP and other relevant stakeholders, facilitating discussions on the implications of the findings.
  • Ensuring that all activities are conducted in accordance with UNDP's ethical standards and guidelines.

Required Qualifications:
Candidates must possess a strong background in evaluation, research, or a related field. They should have demonstrated experience in conducting outcome assessments or evaluations, particularly in the context of recovery or development programs. Familiarity with the socio-political landscape of Cameroon and experience working in conflict-affected areas will be considered an asset. Additionally, candidates should have excellent analytical skills, the ability to work independently, and strong communication skills to effectively convey findings to diverse audiences.

Educational Background:
A minimum of a Master's degree in social sciences, development studies, public policy, or a related field is required. Candidates with a PhD or equivalent advanced degree will be preferred. Relevant certifications in monitoring and evaluation or project management will also be advantageous.

Experience:
The position requires a minimum of 5 years of professional experience in evaluation, research, or related fields. Candidates should have a proven track record of conducting assessments or evaluations in development contexts, particularly in post-conflict or recovery settings. Experience working with international organizations, NGOs, or government agencies will be highly regarded.

Languages:
Fluency in English is mandatory, as the assessment will require extensive communication and reporting in English. Proficiency in French is also highly desirable, given the bilingual nature of Cameroon and the need to engage with a diverse range of stakeholders. Knowledge of local languages spoken in the North West and South West regions would be an added advantage.

Additional Notes:
The contract duration for this position is 60 days, during which the consultants are expected to complete the outcome assessment and deliver the final report. This is a consultancy role, and candidates should be prepared to work on a full-time basis during the assignment period. The position is open to both national and international candidates, and UNDP encourages applications from individuals with diverse backgrounds. Compensation will be commensurate with experience and in line with UNDP's consultancy rates.
