Job Overview:
The Resident Coordinator (RC) serves as the highest-ranking representative of the United Nations development system at the country level, tasked with leading the UN country team and ensuring accountability for the implementation of the UN Sustainable Development Cooperation Framework. The RC is responsible for coordinating UN support to countries in their efforts to achieve the 2030 Agenda, advocating for sustainable development, and fostering partnerships with government, civil society, and other stakeholders. This role requires a deep understanding of national needs and priorities, as well as the ability to navigate complex political environments. The RC must promote the values and principles of the UN Charter, including human rights and gender equality, while ensuring that no one is left behind in the pursuit of sustainable development. The position demands strong leadership, diplomatic skills, and the ability to engage with diverse partners to advance the UN's mission.

Duties and Responsibilities:
The Resident Coordinator's responsibilities include representing the UN at high levels of government, leading the UN country team in developing and monitoring the UN Cooperation Framework, coordinating system-wide support to the government, and advocating for the Sustainable Development Goals (SDGs). The RC is also responsible for conducting context and trend analysis, promoting UN values, engaging with various stakeholders, and facilitating knowledge-sharing and collaboration. Additionally, the RC oversees country financing instruments, manages security coordination, and ensures the implementation of strategies to prevent sexual exploitation and abuse. The RC must also promote common business operations within the UN system and integrate humanitarian efforts with development programming, particularly in conflict and post-conflict settings. Furthermore, the RC is tasked with managing the Resident Coordinator's Office and providing strategic guidance to enhance the effectiveness of UN operations in the country.

Required Qualifications:
Candidates must possess a Master's degree or equivalent postgraduate qualification in fields such as development studies, international relations, political science, economics, social sciences, human rights, or law. In lieu of an advanced degree, a first-level university degree combined with relevant experience may be accepted. The position requires a minimum of 15 years of substantive experience in leadership roles at the international level, including at least five years in development, human rights, or humanitarian work at the country level outside of one's own country. Previous experience as a Resident Coordinator or in a senior security role is desirable, along with a proven ability to engage with diverse stakeholders and facilitate participation from marginalized groups.

Educational Background:
The educational background required for this position includes a Master's degree or equivalent in relevant fields such as development studies, international relations, political science, economics, social sciences, human rights, or law. Candidates with a first-level university degree and significant relevant experience may also be considered. This educational foundation is essential for understanding the complexities of international development and the UN's role in promoting sustainable solutions.

Experience:
The position requires a minimum of 15 years of substantive experience in leadership roles at the international level, with a strong emphasis on development, human rights, and humanitarian work. Candidates should have at least five years of cumulative experience in these areas at the country level, preferably outside their home country. Previous experience as a Resident Coordinator or in a senior security role is highly desirable, as is experience in managing humanitarian programs and disaster response. Strong diplomatic skills and the ability to engage effectively with various stakeholders are crucial for success in this role.

Languages:
For this position, proficiency in English and Spanish is required, with a minimum UN Level III competency in reading, writing, listening, and speaking. French is considered a desirable language, also requiring UN Level III proficiency. The ability to communicate effectively in these languages is essential for engaging with diverse stakeholders and fulfilling the responsibilities of the Resident Coordinator role.

The start date for this position is as soon as possible, and the duration of assignment is typically four years, subject to the hardship classification of the duty station. Malabo is classified as a C duty station, indicating moderate difficulty in working and living conditions.
